  1. Africa Programme for Energy Infrastructure Development NPCA Role By Prof M.M.Elmissiry Head Energy Programmes NEPAD Agency ,NPCA Midrand ,South Africa Africa Energy Indaba ,Feb.2013

  2. Presentation Outlines : *NEPAD and NPCA *Development of Africa Energy Infrastructure a- Current Energy Situation b-Future Energy Outlook 2040 c-PIDA Energy Priority Projects selection d-High Priority Energy Infrastructure Projects e-PIDA PAP Impact f- Implementation g-Conclusions

  3. NEPAD and NPCA • NEPAD stands for New Partnership for African Development • It had been adopted by the Heads of States and Governments in 2001,Lusaka ,Zambia • In February 2010, NEPAD has been integrated into the structures and processes of the AU. This included the establishment of the NEPAD Planning and Coordinating Agency (NPCA) as a Implementing body of the AU to replace the NEPAD Secretariat

  4. NPCA Mandate The AU Assembly mandated NPCA to facilitate and coordinate the implementation of continental and regional priority programmes and projects and to mobilise resources and partners in support of their implementation.

  5. PIDA • Stands for Programme for Infrastructure Development in Africa • AUC/NPCA/AFDB African Grown , Owned Continental Infrastructure Programmes Up to 2040 • Endorsed by Heads of States and Governments • It covers Energy, Transport ,Water and ICT Sectors

  6. Development of Africa Energy Infrastructure a-Current Energy Outlook in Africa • 93% of Africa’s hydropower potential is untapped • Africa has the highest solar irradiation in the world

  7. Development of Africa Energy Infrastructure Africa in context Energy Accessibility

  8. Accessibility • Very high in north Africa(>95 %) and can be as low • as 6% in some parts of Africa • About 1 in 4 has access to clean energy • Africa’ share of world’ energy consumption is only 3% • Continuous power cuts, and load shedding • with its negatives economic and social implications

  9. PIDA Energy Programme Future Energy Outlook 2040 1- DevelopedEnergy Outlook up to year 2040. based on average economic growth of 6.2% and annual energy demand growth of 5.7 % ,energy accessibility target 60% Results Current power capacity has to go up five-folds Current is 1000MW /Year Required annual investment US $41b

  10. RECS MASTER PLANS OTHER EXISTING PROJECTS PIDA’s Priority Action Program:establishing priorities Regional Projects • Eligibility and regional integration; • Feasibility and readiness; • Development impacts

  11. PIDA Eligibility Ctriteria Pass or fail Alignment with the energy vision of AfricaContribution to improving energy accesscontribution to continental energy securityconsistency with Master Plan

  12. Pida Selection Criteria For PAP • Readiness for implementation • Contribution to regional integration • Environmental impact • Socio- economic impact • Synergy with other infrastructure sectors • Point system ,project with 70 % and more were selected as PIDA Project • Project to be completed by 2020 ,PAP Readiness

  13. PIDA EnergyProjects Short term (high priority ) 2012 to 2020 to 2030 2030 to 2040 Medium Term Long Term High Priority Projects rolls every five years

  14. PAP-Energy Investment Cost: $47.1 bn (plus Nigeria-Algeria Pipeline $ 13 billion)

  15. PAP vs. Regions and Project Types

  16. Impact of PAPs The PAP projectsrepresent 16% of capacity to beadded by 2020

  17. Short-term impact on Employment • 25 million jobs-year not created

  18. Long-term Environmental Impact • If PAP is replaced by conventional electricity plants • An additional 41 million tons of CO2 emitted every year • CO2 emissions of Africa 4% higher • Concentrated in the Central, Ethiopian and Zambezi clusters • A cleanerdevelopment for Africa • A higherenergysecurity scenario for Africa

  19. Conclusions • PIDA PAP has a significant socio-economic impact (15% increase of electricity production , job creation , regional trade) • PIDA Energy Programme is an African developed and owned which essential for its success • It has a M&E Mechanism which ensures follow up by the highest political level and timely attendance to implementation challenges.
