APPLYING THE SDWG COMMUNICATIONS STRATEGYPresentation to Heads of DelegationFriday, September 22, 2017 Inari, Finland
SDWG Strategic Commitments The SDWG Strategic Framework makes a number of commitments in the areas of communications and outreach including: • To provide information to decision-makers through outreach and communications channels appropriate for all of its stakeholders; • To ensure communication and formalized cooperation among working groups at the early stages of project development; • To undertake public education and outreach with respect to the cultures, values and lifestyles of Indigenous peoples and Arctic residents and the work of the SDWG in general; and • To consider going outside/above the standard provided to other stakeholders when exploring ways of communicating to/with PPs.
SDWG Strategic Commitments • Original SDWG Communications Strategy an initiative of the Swedish Chairmanship 2011-13. • Revised strategy endorsed by SDWG in May of 2017. • Derived from both the 2016 Arctic Council Communications Strategy and Communications and Outreach Guidelines. • Provides guidelines for SDWG in the areas of: • Key messaging; • Branding & use of logos; • Media presence (including social media); • Attendance at relevant circumpolar events; • Internal communications; and • Roles & responsibilities
SDWG Communications Sub-Group • Chaired by Canada and currently comprised of representatives from: United States, Russian Federation, ICC-Canada, Arctic Council Secretariat and the SDWG Executive Secretary. • The group worked on the drafting of the SDWG Communications Strategy and have agreed on a medium-term work plan to begin addressing some of the commitments made in this document. • Initial priority areas for implementation include: • Integrating communications material into regular project updates to SDWG; • Creating and maintaining a SDWG photo library; • Creating and maintaining an official SDWG Facebook page; • Create an SDWG template and guidelines for press releases; and • Create SDWG guidelines for attendance at circumpolar events and conferences.
Procedural Tools for Application • SDWG’s procedural documents play a simple but important role in helping us deliver on our communications commitments. • Ongoing process of drafting annexes to the Strategic Framework a perfect opportunity to align SDWG’s strategic and procedural documents. • Less about bureaucracy and more about institutionalizing better internal and external communications practices into SDWG business.
Leveraging ACS Expertise • The ACS Communications Lead has been contributing to SDWG communications discussions and has offered assistance in a number of areas, including: • Continued guidance and feedback as part of SDWG Communications sub-group; • Access to/use of broader ACS circumpolar distribution lists; • Review of/input to press releases; and • Help with coordination of press calls and/or interviews.
Conclusion • Important opportunity to deliver on SDWG strategic commitments, improve communications practices, and take advantage of ACS guidance. • Important to provide the SDWG Secretariat and ACS with the communications material necessary to increase and maintain our profile. • A minimal amount of procedural structure in this area is in the best interest of the SDWG long-term.
