  2. History & Principals Vision Noblesville began in 1993 when the city adopted a benchmarking process to measure its successes and failures in meaningful ways. Over the years that process has been refined and today stands as an integral part of the Mayor's Office. Vision Noblesville is guided by three components: Community - we actively seek community input through surveys, multiple committees with over 60 community leaders, as well as regular public hearings and representation at Common Council meetings. Vision - Our strategic planning focuses on four key pillars that support a great community – Education, Environment, Growth and People. All four are needed to keep our historic town atmosphere while growing in vibrant, healthy ways. Excellence -We are committed to excellence – an excellence we measure through a wide variety of metrics. Using data to improve is a cornerstone of Vision Noblesville.

  3. Our Pillars Vision Noblesville is a flexible plan that keeps our community looking forward, while integrating community-wide opinions and knowledge. We couple this with measurable goals that set a high bar for excellence in four areas: Education, Environment, Growth and People. We refer to these four areas as the strategic pillars, for they hold up the entire Community Vision for Excellence. EDUCATION – Achieve an Educated Community of Life Long Learners ENVIRONMENT – Protect and Enhance Our Natural Assets GROWTH – Grow our Dynamic and Self Sustaining Community While Retaining and Enhancing our Distinctive Small-Town Atmosphere PEOPLE: A Compassionate and Diverse People Striving for Community Excellence

Strategies • Establish Workforce Development Council (Education, Business, Government) • Establish Volunteer Network headed by a Volunteer Coordinator • Coordinate/Expand continuing and non-traditional education • Align the efforts by many to assist the marginalized and needy • Coordinate community wide health promotion/awareness

Objectives by Pillar - Education Achieve an educated community of life-long learners • Provide high quality educational opportunities. • Foster intra-community relationships with all school systems creating business, education and community partnerships. • Expand the opportunities for non-traditional education for all age groups.

Objectives by Pillar - Environment To protect and enhance our natural assets. • Combine public and private efforts to ensure that Noblesville continues to be an energy efficient community. • Educate businesses and citizens on energy saving strategies. • Identify and protect the community's natural and man-made critical assets.

Objectives by Pillar - Growth To grow our dynamic and self-sustaining community while retaining and enhancing our distinctive small-town atmosphere. • Maintain appropriate revenue growth in line with providing cost effective services • Expand the present and future business base by focusing on a broad range of businesses to include public-private partnerships, resulting in a balanced and diversified commerce. • Implement the 2012 Economic Development Strategic Plan and the 2013 Comprehensive Plan Update
