  4. Be positive. Feel proud to work for election in the largest democracy of the world. Remember those who work for nearly 50 days as compared to you who work for 2 days. Election is a team work. Know latest on election procedure. INTRODUCTION… 4

  5. Presiding officer is leader of your team. Attend all the trainings without fail, keeping no confusions or doubts. Get acquainted with your team members. Report absence of your team member immediately to the ARO. This election will be conducted using EVM manufactured by ECIL. Familiarize yourselves with use of EVM in person. DURING TRAINING…

  6. The duties relating to the election can be classified into: PRE – POLL DUTIES: DUTIES ON THE EVE OF ELECTION AT THE DISTRIBUTION CENTRE AT THE POLLING STATION DUTIES ON THE DAY OF POLL POLL DUTIES POST – POLL DUTIES RESPONSIBILITIES…

  7. AT DISTRIBUTION CENTRE… • Report at the distribution centre on time as directed. • Collect the poll material. • Report absence of your team member immediately to the ARO. • Check that the election related material received by you is as per list and EVM. • Check the marked copy in total.

  8. VERIFY Voter slips in sufficient quantity. Indelible ink. List of Absentee electors. Photo copy of specimen signature of the contesting candidates and their agents. List of Vulnerable Voters. List of contesting candidates. 16 points observer’s report. Dummy cardboard Balloting Unit.

  9. CHECK Acquaintance Roll Tender ballot papers Distinguishing Mark Dummy ballot sheet in Braille Register of voters – 17 A Account of votes & paper seal account – 17C

  10. MARKED COPY VIEW MARKED COPY Check:- That the copies of the supplements are given. That the part number of the roll and the supplement is correctly given. Page numbers in the working copies of the roll are given serially. The printed serial numbers of voters are not corrected and no new numbers are substituted for them. Marked copy is duly certified by the RO/ARO. No unauthorized markings on the marked copy except PB. The deletions and corrections marked on the marked copy as per the supplements.

  13. MODE OF TRANSPORT Transport – Vehicle as provided by RO/ARO. No Vehicle other than provided by RO/ARO to be used to & fro Polling Station. Polling parties to be accompanied by security personnel.

  14. ON ELECTION DUTY ...

  15. AT THE P.S. ON THE EVE OF POLL DAY… Ensure that: The voting compartment for voters to record their votes is well lighted A notice showing the polling area, list of contesting candidates and warning notice is displayed at the entrance. Remove/cover photograph, if any of any leader belonging to any political party in the Polling Station. Set up the polling station preferably as per the Model. Make arrangement for separate queue for Male, Female and special queue for handicap and infirm voters. Regulation of voters in the Polling Station should be as per instructions i.e. 1 Male to 2 Female. MODEL PS

  16. SEATING ARRANGEMENT AT THE P.S. MODEL PS First Polling Officer Second Polling Officer Third Polling Officer Fourth Polling Officer Presiding Officer Polling agents - as per the party status Micro observer, if any

  17. CHECK RADIUS OF 200 MTS. Take a round and know periphery of 200 meters around the Polling Station to exercise your jurisdiction and control. Remove / get removed all the banners & symbols of candidates, if any, within radius of 200 mts.

  18. ON THE DAY OF POLL • Entire polling team to be ready one hour prior to the poll. • Make sure that : • Notice specifying polling area, • List of contesting candidates and • Warning are displayed.

  19. ABOUT POLLING AGENT Check appointment letter of Polling Agents. Polling Agent should be a voter of the same part. Polling Agent must have EPIC displayed on his body.

  20. ABOUT POLLING AGENT…. Can be allowed to enter any time in the Polling Station. Only one polling agent at a time of each candidate. First Polling Agent has to go out for reliever to enter No Polling agent can leave in last one hour of poll i.e. 4.00 p.m.

  21. ABOUT POLLING AGENT… Polling Agent are allowed to carry the copy of electoral roll inside the Polling Station. Permitted to make tick marks on their roll copy. In no circumstances they are allowed to carry their roll copy or send slips outside the Polling Station. Presiding Officer can direct the removal of Polling Agent in case of nuisance value.

  22. WHO CAN ENTER THE POLLING STATION? The electors. Member of polling team. Candidates/their election agent (one Polling Agent of each candidate at a time) Persons authorized by the Commission- Observers, Micro observer, Photographers, media persons issued with authority letter. Public servants on duty. Child in arms of the elector. Companion of blind and infirm elector. Such other person as may be admitted from time to time for identification, Law & Order etc.,

  23. WHAT ABOUT POLICE? Police cannot enter Polling Station. However, Presiding Officer can call police, if need arises. Even security personnel has to be outside Polling Station.

  24. IDENTITY CARDS • Identity cards will be issued to: • Observers • Polling party • RO/ARO • Sector Officer / Magistrate • And all other election related Officers.

  25. VIP AND GLAMOROUS PERSONALITIES No special treatment is to be provided to VIP’s and glamorous personalities. Should handle the situation professionally without creating any hindrance to the polling activity

  26. PRESS AND MEDIA No press or media persons to be allowed except those authorized by commission. No Photography and video recording by press is to be allowed inside the voting compartment.

  27. VISIT SHEET To be maintained and given to all authorized visitors for entering their observations.

  29. MICRO OBSERVER SEATING ARRAGEMENT Representative of Observer. Seated at the Polling Station and observe the preparedness and poll procedure. He is there to observe and not to direct.

  30. USE OF MOBILE PHONE IN P.S. • ONLY BY: • Presiding Officer • Observer • Micro observer • STRICTLY IN SILENT MODE

  31. MOCK POLL.. Start mock poll one hour before the time fixed for poll. Ensure that at least 2 Polling Agents are present during mock poll. Can wait for 15 minutes for polling agents. Mock poll has to be started even if polling agents have not arrived at the Polling station Have to cast at least 100 votes in TOTAL (minimum 1 vote to each candidate) Mock poll is compulsory If there is no mock poll, there is no poll at the polling station. During mock poll, Balloting Unit to be kept in Voting Compartment. Ensure that at least TWO POLLING OFFICERS are present in the Voting Compartment during Mock Poll. If no polling agents are present or if polling agent of single candidate is present, then inform the R.O. immediately.

  32. MOCK POLL… VIEW EVM CONTROL UNIT • Put ON the Machine • Clear • Poll • Close • Result • CLEAR -Total • Put OFF the Machine after clearing the Mock Poll data.

  33. MOCK POLL CERTIFICATE Fill and sign the Mock Poll Certificate. Obtain the Signature of Polling Agents present Micro observer to participate in all proceeding of the Mock poll Entire Mock poll procedure to be videographed in case videography is provided. Obtain the Signature of Micro observer on Mock poll certificate.

  34. SEALING AFTER MOCK POLL • Make sure that Machine is in switched OFFmode. • Keep ready the following: • Green paper seal • Special tag • Strip Seal • Address tag

  35. GREEN PAPER SEAL • To be signed by • Presiding Officer • Candidate/s, Election Agent/s, Polling Agent/s, if any, present during the sealing. • Note the serial Number of Green Paper Seal on Presiding Officer’s Diary and Form 17C

  37. SPECIAL TAG VIEW SEALS • Back side to be signed by • Presiding Officer • Candidate/s, election agent/s, polling agent/s if any present during the sealing • Note the serial Number of Special Tag on Presiding Officer’s Diary.
