To accomplish our mission we work closely with public safety forces, government agencies, non-governmental organizations, businesses, and the public. CC OEM Plans • The Planning Section develops emergency response, mitigation, and recovery plans for the Cuyahoga County Office of Emergency Management and Cuyahoga County governmental departments and divisions. • Major plans include the Cuyahoga County Emergency Operations Plan (EOP), various Incident Annexes and Standard Operating Guidelines (SOGs) and the Cuyahoga County All Natural Hazards Mitigation Plan • The Planning Section provides support and guidance to municipal governments for the development of local plans. The Cuyahoga Emergency Communications System (CECOMS) • 24 hour / 7 day per week communications center • All cellular 9-1-1 calls originating in Cuyahoga County • Emergency Alert System broadcasts • AMBER alert (nine county area) • Issues MABAS for East Side Communities (14) • Monitors and assigns all MTAC requests • Cuyahoga County Hospital Restriction Program/Override Policy • Coordinates ambulance and hospital communications • Coordinates communications with fire departments, police departments and other heath care agencies • Coordinates Mutual Aid when State ERP is Activated CECOMS operators answeredmore than 800,000 wireless calls in 2012. LEPC • The Cuyahoga County Local Emergency Planning Committee (LEPC) is a local organization mandated by federal and state law. The LEPC provides the following general services to the public, other government agencies and regulated facilities: • Data Processing for annual chemical inventories for an estimated 800 facilities; • Planning for emergency response to emergency releases of hazardous substances; • Provides information about local chemical inventories and emergency releases to the public • Coordination of training and exercises for emergency response. • The LEPC consists of 25 members including five subcommittees: • Management Subcommittee • Emergency Preparedness & Response Subcommittee • Spills Subcommittee • Facility Security & Accident Prevention Subcommittee • Transportation Subcommittee August 13, 2013

EOC Operations • Our primary role is to support the Incident Commander through: • Coordination with other agencies • Provision of additional resources • Manage incident-related issues beyond the focus of the Unified Command • Linking political leaders and the Unified Command • We are the link between the Incident Commander and the resources of the county, state and federal governments. • We can manage the public information effort. • We can document the event. Emergency Response Operations July 20, 2013: Tornado and Flooding • EF1 Tornado: (Pepper Pike) • No injuries • Most significant damage was to O’Brien Center (college gymnasium) – which was destroyed • Also many trees destroyed, creek and pond filled with debris • Trees down, wires down, storm drains clogged throughout Pepper Pike, Gates Mills area Associated flooding: (Euclid, Cleveland, Lake County) National Weather Service summary: Rainfall totals from July 20th in northeast Cuyahoga County. In Euclid 2.81", Cleveland Heights 3.06", Richmond Heights 3.45".The heaviest rain fell between 330 and 430 AM. An observer in Richmond Heights stated 2.4" fell in two hours starting around 3 am and also estimated that 1" fell in 10 minutes. The excessive rainfall rates greatly contributed to the overwhelming runoff and subsequent flooding. The showers are believed to have been enhanced by the warmer lake. August 13, 2013

July 20, 2013: Tornado and Flooding • CC OEM actions: • On scene at Ursuline College (7/21) and Euclid (7/23) to assess damage • In contact with Pepper Pike officials concerning possible assistance (7/21, 7/22) • In contact with Euclid mayor to discuss impact of flooding, possible declaration (7/22) • Met with Mayor/Service Director/Fire Chief to discuss damage assessment and their requirements (7/23) • Assistance to individual homeowners • City / County will not qualify for IA programs • No assistance requested concerning debris removal • Provided explanation about IA programs to all municipalities (e-mail to coordinators) • Provided a list of social service resources available to residents and homeowners • United Way 211, ARC, Salvation Army, Food Bank, Renew/Rebuild Ohio low-interest loans • Assistance with municipal costs (State Disaster Relief Program (SDRP)) • Conducted preliminary damage assessment • Requested damage updates from all communities • Visited Sewage Treatment plant to view/assess damage • Coordinated with OEMA • Requested Emergency Declaration from County Executive (issued 7/23/2013) • Collected assessments and cost estimates from Euclid and NEORSD and forwarded to OEMA • Coordinated information gathering with City of Cleveland EM August 13, 2013
Emergency Coordinators • Assigned by each community in Cuyahoga County. • The single point of contact between the community and the Cuyahoga County Office of Emergency Management. • Receives routine announcements and information from the Office of Emergency Management concerning training, outreach activities, exercises, and other items of professional interest or note. • During an emergency the Emergency Coordinators are the link between the County EOC and the various communities. Multi-Year Training and Exercise Plan (MYTEP) • The Cuyahoga County Multi-Year Training and Exercise Plan is the roadmap for Cuyahoga County to accomplish the priorities captured in the TEPW surveys and workshop discussions from the participating UAWG agencies. • Cuyahoga County has pursued a coordinated homeland security strategy that combines building strengths, identifying specific areas for improvement, and identifying training and exercises to strengthen the county’s emergency prevention and regional response capabilities. • Training and exercises play a crucial role in this strategy, providing the county with a means of attaining, practicing, validating, and improving new capabilities. Multi-Year Training and Exercise Plan (MYTEP) • MYTEP is to provide a supporting training and exercise strategy to the CCOEM’s efforts • Establishes a training and exercise system that complies with • National Incident Management Systems (NIMS) standards; • supports identified individual and team competencies; • tracks training experiences; • and evaluates training, exercises and real world events for continuous improvement.
