What is Westtoer? Westtoer is an autonomous company for tourism and recreation in the province West-Flanders
Our Mission Westtoer has an assignment to prepare and execute the touristic policy in West-Flanders. This is done in cooperation with the provincial government : • We support tourism in West-Flanders as an economical sector • We develop recreational products • Westtoer is a midfield organisation, situated between the flemish and the local government

Westtoer in Accessing the Countryside In the ATC project Westtoer realised 2 activities : • The development of a database for the maintenance of the recreational network • The signposting of the green and blue network
Activity 1 : Database Westtoerdevelops a list of productsforrecreationalpupose : • Cycling • 36 cycling loops • LF-itineraries, including Coast Cycling route • 1 Cycle network • Hiking • 52 loop-shaped scenery hike trails • 15 loop-shaped inheritance hike trails • Horseback riding • 15 loop shaped trails • Motoring/car driving • 10 loop shaped trails

Activity 1 : Database EachyearWesttoerorganises 3 meetings for the volunteers : • 2 meetings in februaryandmarchto start the season • 1 meeting in september for a dedicated part of the volunteers (f.e. bikers, walkers …) forwhich a half day program is offeredbyWesttoer.

Activity 1 : Database • Whenyou have to manage all the recreationalproductsyouneed, besides a group of verydedicatedvolunteersandstaff at Westtoer, a system to manage itall. • The answertothis is the TRIS database.

Activity 1 : Database • Goals in the ATC project : • A GPS steeredtask list : this system enables a daily list tobe sent toevery team withtasks or issues toresolve. The use of GPS will make the process of identifyingandsolvingproblemsalong the newtork more efficientandeffective • A GIS solution tobeused on rugged hand held palm tops : Toenable the efficient on-site management of pathsnetworksbyvolunteersand field staff. Tasksinclude the marking of diversions on the network, preparing the positioning of signpostingandinterpretation boards along the networkandrecordinganyproblemstoenablethemtobeeffectivelyresolved.

Activity 1 : Database • TRIS database : • Toreach the goals as defined in the ATC project, it was necessarytobuild a database in whichall data about the recreationalnetwork was storagedandwhichallowedusto manage allavailable data. • We choosefor the JAVA technologybecauseit is veryeaselyscalableandbecauseit is open source. This means thatall of ourdevelopment code is available on a GIT HUB Account • The TRIS datbasecontains : • GIS data : Trajects, junctions, Signposting • Alfalnumerical data : Adresses of the volunteers • Schemesto check the recreationalnetwork • A tool to manage complaints • A tool to manage the GIS part (editing the recreationalnetwork)

Activity 1 : Database • A GPS steeredtask list : • Westtoer has 4 men workingfor the maintenance of the recreationalnetwork • Eachdaythey get theirtasksby the coordinator • On theiriPadtheysee a list of complaintsdedicatedtotheir team • In the field theyresolve the complaintsbychangingtheir status from open toclosed • Byusingtopographicmapsand the build-in GPS on the device, they are abletosee the position on the map • Based on the built-in GPS theysee the complaints in an order based on the ‘nearby’ principle of GPS tracking

Activity 2 : Signposting • The goal of thispart of the project is the realisation of signposting on the green and blue network • What is the green and blue network? • A part of the recreationalnetwork in West-Flandersusespathsalongwaterwaysandoldrailway tracks. • These green and blue connections are very important for the cyclists. • These green and blue connections are a network of almost 400 km.
Activity 2 : Signposting Signposting : • The signpostingconsists out of a high polewith on top the signpostingpannels • On the signpostingpannelsyoucansee the name of the next village or townand the number of kilometers • The green and blue network is signposted in twodirections. • Total amount of signposts : 152 • Total amount of singpostingpannels : 577
