Framework for Excellence: Policy Development Welcome
Why this session? • Change of emphasis – from consultation to collaboration • Update on inclusion of school sixth forms • Sharing views on two major issues: • Responsiveness to Communities • Finance Dimension
Where we are now? • Implementation of the Framework by colleges and work-based learning providers • Built into Ofsted risk assessment and inspections • Second phase of piloting underway
Where we are now? • Baseline evaluation completed; over 1000 providers surveyed • Considerable confidence (over 90%) that the Framework will support your improvement activity and improve commissioning • Aspects of the Framework needing review and change • Discussions underway about position of the Framework from 2010
Inclusion of Schools • Schools with sixth forms to pilot from September 2009 • Steering Group includes substantial college representation • Parallel project with Ofsted to define the relationship between school inspections, Local Authority performance assessment and the Framework • Further information at www.ffe.lsc.gov.uk/
Finance DimensionReview • Feedback from colleges and other providers • Changes to context: funding models, commissioning • Better understanding of learner and employer requirements • Schools pilot
Finance:Emerging options • Minimum change • Significant change within existing model • Significant change; removal from suite of published results • Removal from the Framework
Responsiveness to Communities • Broad support with some exceptions • Less agreement about ‘how’ • Themes: social inclusion, collaboration between providers, engagement with communities
Responsiveness to Communities: Possible options • Participation indicator (social inclusion) • Area/partnership indicator (collaboration) • Self-assessment (processes of engagement) • Application to all……or some
Policy Development • Discussion of options by each table and agreement of recommendations • LSC ‘scribe’ records key points of discussion and recommendations • Chair for each table provides 1 minute plenary feedback
Next Steps • LSC will summarise both recommendations and its responses to AoC for dissemination • LSC to continue collaboration on Framework through Regional AoC groupings
Framework for Excellence: Policy Development Thank You
