WHO EURO Role of Regional IICC WHO/EURO • IICC has played a strong role in; • support of polio eradication and diphtheria control, • towards sustainable immunization programmes in many countries • there is a clear need for its continued (new and enlarged) role, to strengthen various aspects of routine immunization services • critical in providing and coordinating support and overseeing commitment to national immunization programmes in general

  3. Support to national immunization programmes Need for sustained support is recognized and partners will work with countries to help find additional resources to improve immunization programmes that contribute to better overall health systems...

  4. WHO EURO ICC, a pre-requisite for GAVI Support • a functioning Interagency Coordinating Committee (ICC) or equivalent at national level endorsing; • country proposals • national immunization plans • annual, mid term and final reviews

  5. Interagency Coordinating Committees (ICC)Rationale • To provide a facilitative tool to tackle major immunization challenges • improved access to sustainable immunization services • expand use of all existing cost-effective vaccines • accelerated development and introduction of new vaccines

  6. Interagency Coordinating Committees (ICC)General Objective • provide national governments and partners to jointly identify resources and technical assistance needed to achieve the goals of the national immunization programmes

WHO EURO Role of National ICCs -1 • New and larger roles in supporting governments to improve and expand national immunization programmes • Advocacy to increase national commitment • identify required resources and assistance to strengthen immunization services • for sustainable • self-sufficient immunization programmes • selected disease control and/or elimination targets

WHO EURO Role of National ICCs -2 • coordinate support of existing partners to ensure most effective use of resources, • identify and invite additional partners to meet the needs of the country • do not replace current funding or pre-empty new sources of funding • support formulation and implementation of strategies and activities, • monitor accomplishment and performance

WHO EURO National ICCsConceptual Framework - 1 • should unite government entities and partners together to prioritize immunization activities and ensure sustainability • establish a forum for information, mobilization of resources and coordination of partner support, • look further beyond immunization and adjust to health sector reforms, decentralization and other ongoing political processes

WHO EURO National ICCsConceptual Framework - 2 • Not one recipe for all countries; has to be functional, flexible and country specific, with focus on country priorities • has to build on existing national coordination mechanisms when present • has to interface with other coordinating bodies at national level

WHO EURO National ICCsConceptual Framework -3 • could serve as an advisory board and clearing house for matters related to immunization services • use the national immunization plan of action as a tool for coordination and monitoring • should be a transparent and accountable coordination mechanism • build national capacity

  13. WHO EURO National ICCsConceptual framework - 4 • leadership and ownership should belong to the MoH and governments being the driving entity • should meet regularly with a prepared agenda, and minutes with review of decisions taken, circulated to all members

WHO EURO National ICCsFunctions at national level Technical • development of national policy framework, setting of attainable targets • provision of appropriate guidelines • identification of programme needs • periodic in-depth assessments of national immunization programme • advisory body for national strategic plan of action

National ICCsFunctions at national level Technical • support in implementation of plans of action for immunization • monitor performance and evaluate immunization services delivery and specific disease control initiatives • ensure quality control mechanisms are in place and adhere to accepted international standards

WHO EURO National ICCsFunctions at national level Financial • evaluation of the efficient and effective use of available resources • coordinate resources to avoid duplications and gaps • review needs and mobilize additional resources when necessary • stimulate commitments from agencies to financial support of national immunization programme • assist immunization programme in enhancing transparency and accountability by reviewing use of funds and other resources

WHO EURO National ICCsFunctions at national level Political • advocate and increase national commitment to immunization services • raise public awareness through social mobilization efforts • share information and provide feed-back at national, sub-national level and also to interested partners outside the country

  19. National ICCsFunctions at national level Capacity Building • strengthen the role and capacity of the government to take ownership in the administration and delivery of national immunization services

WHO EURO National ICCsOutputs • endorse a national policy for immunization • assist in preparation and endorse multi-year and annual immunization plans of action • technical support in preparation of policy guidelines • monitor and review performance • coordination within subregional and regional committees

WHO EURO National ICCsMonitoring functions • Terms of reference incorporating all aspects of immunization services • Level of the ICC chairman within the MoH (Chairmanship at a higher level) • List of members • Regular meetings with minutes (frequency/preferably quarterly) • Minutes of meetings and circulation to members

WHO EURO National ICCsMonitoring functions -2 • Regular attendance of all interested partners and MoH staff with decision capacity • Plans and budget requirements for strengthening ICC • National action plan, incorporating all aspects of immunization services, endorsed, discussed and revised by ICC with cost of activities and funding specified by national and partners source
