Study Program Changes since February 24 TAS Meeting • Increased priority of acquisition of LTT so 2030 studies can be run late this year • SPSC, WGG, 12,000 MW WY requests • Moved 6000 MW MT and WY requests and TresAmigas to 2020 studies • Prioritized 2019 resource locations • AZ/SNV, WY, BC, NNV, AB, MT, NM, NW Coastal • Did not combine SPSC and WGG requests • Upgraded Midway-Gregg 500 project from low to high priority (Path 15)
2029 Studies • Carryover from 2009 Study Program • Heavy renewable development • Compare incremental transmission development with a 765 kV overlay
2019 Studies • Develop 8 regional resource shifts portfolio cases for 2019. For each case: • Reduce CA renewables by 12 TWh, about 1/5 of CA’s 33% RPS in the 2019 basecase. • Shift location by adding 12 TWh of equivalent resources to a different study area. • Those 8 study areas are AZ/So. NV, WY, BC, No. NV, AB, MT, NM and NW Coastal in priority order. • Include pump storage expansion cases and 2009 expansion study requests • Continue work until fall when 2020 case is ready
2020 Studies New 2020 base case and scenarios • Request for carbon reduction, DSM, EE and new generation technology studies • Include resource refresh from 2010 L&R data • Include SCG Foundation Plan • Include MT and WY requests for 6000 MW studies • These studies will be the focus for this fall/winter
2030 Studies • 2030 Study Requests: (12,000 MW WY resource scenario, carbon reductions, new generation technologies) • Accelerate acquisition of new long-range tools that can address a wide range of policy options – hopefully complete in this year’s program
Schedule for Study Program • TEPPC approved Study Program on April 26 with editorial changes. • Posted for reconsideration until May 15. • Three entities provided input on six issues. • June 17: TEPPC needs to address requests for reconsideration, finalize Study Program.
Keres Consulting Requests for Reconsideration • KC wants paragraph inserted into study program that states AC interconnections between EI and WI are technically and economically feasible. • We think the feasibility is questionable, which is the reason for the proposed scoping study • KC notes that their request for consideration of 765 kV as the standard voltage for projects between interconnections is covered in 2029 EC2 study. • 2029 EC2 is evaluating a potential 765 kV overlay for the Western Interconnection only
Xcel Energy Request for Reconsideration • No specific CO resource scenario was proposed in the new 2019 studies so Xcel would like CO resources considered in WY and NM scenarios. • This can be done in implementation of study plan (selection of resources by the SWG Resource Team)
TransWest Express Requestfor Reconsideration • Higher renewable penetration into WY is important and TWE is concerned about the medium priority assigned to the 6,000 MW and 12,000 MW WY wind studies (2020 and 2030). • Increased experience and efforts to increase WECC study resources should ensure timely study completion but prioritization is needed, nonetheless. • TWE supports study of actual projects rather than generic projects. Also supports including capital cost evaluations in addition to operating costs in all studies. • That is what is proposed in the study plan. • TWE is asking TAS to look at how contract path methodology might impact the need for new transmission. • Assigned to MWG for further consideration.
Study Program approval by TAS • Reconsideration requests do not require any changes to Study Program. • Is existing Study Program acceptable for approval by TAS?
