Coverage : Institutions : Approval Vs Achievement (Pry) No. of Institutions 100% 100% 79% ASER, 2012 - MDM was served in 96.1% schools on the day of visit. 10089 institutions less covered due to deletion of Private schools from the list, upgradation of primary school to upper primary school and merger of primary and upper primary schools to Nodal School Ministry of HRD, Govt. of India

  29. Issues Rs.20925.23 Lakh as 2nd installment was released by GOI on 18th December ,2012 but it did not reach SPMU at the state level on time. As a result funds could not be released in the month of December and was released in the month of January 2013. Funds not reaching on time at SPMU level because the delay is at the Elementary Directorate Level. Late revision of cooking cost w.e.f. from 1.8.2012 Low pace of construction of kitchen-cum-stores.   30. MI Findings In the districts of Bargarh, Angul, Gajpati there are various instance of interruption in many schools from May 1st, 2012 to July 7th, 2012 due to lack of stock of rice in few schools and also due lack of fund in some schools. The schools do not receive food grains regularly . Not a single school in the visited districts so far has received the cooking cost in advance regularly. Cook’s remuneration is not paid regularly . There is irregularity in the flow of fund for MDM. Most of the headmasters and chairman of school managing committees were dissatisfied regarding the present status of MDM and they have stopped the MDM in district BARGARH In no schools health cards were maintained for children.   31. Special Study by PM Institute of Advanced Study on Social Equity • The Hon’ble Members hailing from Odisha expressed the opinion that monitoring of the Scheme should be done in coastal districts or the nearby coastal districts in the State where caste discrimination is very common like Angul, Jajpur, Ganjam, Cuttack, Dhenkanal and Kendrapara. • Findings of the report of the Districts Covered : Kendrapara, Jajpur and Dehenkanal are as follows • Social Equity : There was no discrimination in cooking serving or seating arrangement on the basis of gender, caste and community in any school under study. • Engagement of Cook-cum-Helpers : In Dehenkanal so far the social composition of cooks are concerned, the number of SC and ST cooks are very less.
