Perkins IV Background • Carl D. Perkins Career and Technical Education Act of 2006 --passed August 12, 2006 • Transition Plan due May 7, 2007 • State Plan due April 15, 2008
Highlights of Perkins IV • New Accountability Requirements with Alignment with NCLB • Report Card Accountability will NOT change for 2007-08
Local Negotiations • Must accept State levels of performance or Negotiate with the State
Local Reporting • Disaggregated Performance Data • Discuss Gaps in Performance • Data Available on the Internet
State/Local Improvement Plan • Required if State/Local does NOT meet 90% of performance level on any indicator
Funds Can Be Withheld If • State/District does Not initiate an Improvement Plan • State/District fails to Improve on ANY indicator • State/District fails to Improve on the SAME indicator for 3 consecutive years
New Permissible Use of Funds • Allows One or More Eligible Recipients to Pool Funds for Innovative Initiatives
Innovative Initiatives • Initial Preparation and Professional Development for CATE Teachers, Administrators, and Counselors • Establish or Enhance Accountability, Data Collection or Reporting Under Perkins • Implement CATE Programs of Study • Implement Technical Assessments
Private School Participation • An Eligible Recipients using Perkins Funds for In-service or Pre-service SHALL to the Extent Practical, Upon Written Request, Permit Participation of Non-Profit Private School Secondary Teachers and Administrator Offering CATE Programs in the Geographical Area
Private School Student Participation • Except as Prohibited by State/Local Law an Eligible Recipient MAY, Upon Written Request, Use Perkins Funds, to Provide Meaningful Participation for Nonprofit Private School Students in the Geographical Area.
Private School Consultation • An Eligible Recipient SHALL Consult, Upon Written Request, With Representatives of Nonprofit Private Schools in the Geographical Area Regarding the Meaningful Participation of Private School Students in CATE Programs
Title II – Tech Prep Funds • States Have Option to Fund Title II or Flow Funds to Perkins Title I • New Data Requirements for Tech Prep • State Will Flow Tech Prep Funds Through the Basic Grant
CATE Funding FY 2008 • Federal Perkins – Approximately 8% increase (20.7M) • State Equipment – No Change (8.7M) • Work-Based Learning – No Change (4.1M)
Technical Skill Attainment • Using assessments currently in the pilot phase • Determining applicable industry certifications • Pooling assessments with other states
Perkins III Standards • Standard 1-CATE Skill Proficiency • Standard 2-Academic Achievement • Standard 3-Graduation • Standard 4-Placement • Standard 5-Nontraditional Participation • Standard 6-Nontraditional Retention
Perkins III Standards • Data collected during End-of-Year Extraction (June 2007) will be used to prepare Preliminary and Final Reports • Preliminary Reports – mid September • Two week correction period • Final Reports – mid October
Local Improvement Plan • Local Improvement Plans will be due in November 2007 • Should include improvement strategies that have been implemented or are planned for the 2008-09 school year • Will conclude reporting under Perkins III
Perkins IV Indicators • 1S1-Academic Attainment--Reading/Language Arts • 1S2-Academic Attainment--Math • 2S1-Technical Skill Attainment • 3S1-Secondary School Completion • 4S1-Student Graduation Rates • 5S1-Secondary Placement • 6S1-Nontraditional Participation • 6S2-Nontraditional Retention
Accountability-Perkins IV • Levels of Performance shall be incorporated into LEA’s Local Plan prior to approval • For the 2007-08 School Year, Districts are only responsible for Perkins Indicators: • 1S1 - Academic Attainment-Reading/Language Arts • 1S2 – Academic Attainment-Math • 4S1 – Student Graduation Rates
Accountability-Perkins IV • Indicator 1S1—Academic Attainment-R/LA if district’s performance 40% or below, district can negotiate performance target • Indicator 1S2—Academic Attainment-Math if district’s performance 40% or below, district can negotiate performance target • Indicator 4S1—Student Graduation Rates if district’s performance 60% or below, district can negotiate performance target
Program of Study • Perkins IV requires development and implementation of at least one CATE Program of Study by the 2008-09 school year • A CATE Program of Study must be in place to receive a Perkins allocation
Program of Study Criteria • Incorporate secondary and postsecondary education elements; • Include coherent and rigorous content aligned with challenging academic standards and relevant CATE content in a coordinated, nonduplicative progression of courses that align secondary and postsecondary education to adequately prepare students to succeed in postsecondary education;
Program of Study Criteria • May include the opportunity for secondary education students to participate in dual or concurrent enrollment programs or other ways to acquire postsecondary education credits; and • Lead to an industry-recognized credential or certificate at the postsecondary level, or an associate or baccalaureate degree.
Perkins IV Data Requirements & Definitions • Key Term Definitions • Concentrator – a secondary student with an assigned CIP code who has earned four or more Carnegie units of credit in a state recognized CATE program • Participant – a secondary student enrolled in a state approved CATE course • Completer – a concentrator who has earned all of the required units in a CATE program identified by the assigned CIP code
Perkins IV Measurement Definitions • Indicator 1S1 - Academic Attainment—Reading/Language Arts • Total number of 12th grade concentrators who took the ELA HSAP administered two years prior to the reporting year as required for NCLB • Desired Outcome: Proficient or Advanced • Indicator 1S2 - Academic Attainment—Mathematics • Total number of 12th grade concentrators who took the Math HSAP administered two years prior to the reporting year as required for NCLB • Desired Outcome: Proficient or Advanced
Perkins IV Measurement Definitions • Indicator 2S1 – Technical Skill Attainment • Total number of concentrators who completed a CATE program and who took technical skill assessments that are aligned with industry-recognized standards • Desired Outcome: Passage of assessments • Indicator 3S1 – Secondary School Completion • Total number of 12th grade concentrators who completed a CATE program • Desired Outcome: Attainment of SC high school diploma, a state certificate, or a GED
Perkins IV Measurement Definitions • Indicator 4S1 – Student Graduation Rates • Total number of concentrators who, in the reporting year, were included in the State’s computation of its graduation rate as required for NCLB • Desired Outcome: Attainment of SC high school diploma • Indicator 5S1 – Secondary Placement • Total number of concentrators who completed a CATE program and are available for placement over a three-year period • Desired Outcome: Placement in postsecondary education, military service, or employment over a three-year period
Perkins IV Measurement Definitions • Indicator 6S1 – Nontraditional Participation • Total number of concentrators enrolled in CATE programs identified as leading to nontraditional training and employment • Desired Outcome: Increased participation of underrepresented genders • Indicator 6S2 – Nontraditional Retention • Total number of concentrators who have completed CATE programs identified as leading to nontraditional training and employment • Desired Outcome: Program completion of underrepresented genders
