AIACC II: A 2nd Phase of Capacity Building? Neil Leary AIACC Latin America & Caribbean Workshop San Jose, Costa Rica 27-30 May 2003
AIACC II • Objectives • Themes/focus • Participation • Implementation
AIACC II Objectives: ideas from previous workshops • Capacity building and training, particularly for young scientists • Increase collaboration of scientists across disciplines; within and across regions • Move towards actual adaptation (apply AIACC phase 1 findings to adaptation; pilot projects) • Disseminate information to policymakers, stakeholders, local communities • Engage policy makers, stakeholders • Build on phase 1 work • Fill research gaps • More case studies that contribute to comprehensive picture of vulnerability of a region
AIACC II Objectives: a proposal • Enhance the scientific foundation and capacity needed to lessen vulnerability to climate variability, extremes and change in the developing world • Link scientific knowledge and capacity with existing mechanisms for planning and implementing policies and measures related to climate, natural hazards, resource management, poverty and development
AIACC II: Themes/focus • Continue focus on human dimensions, particularly on vulnerability and adaptation? • Encourage proposals on particular sectors or themes? • Climate change or continuum of climate variability at short time scales to long-term climate change?
AIACC II Participation • All developing countries or focus on LDCs? • Economies in transition? • Continuation of current countries/teams or new countries/teams? • Mixture of both • External evaluation for continuation • Priority for countries that did not have a project in phase 1?
AIACC II Implementation • What should we do the same as in AIACC I? What should be different? • Mentoring, training, workshops • Stakeholder engagement • Links to existing mechanisms (Nat’l communications, NAPA, development planning, other) • Collaboration across projects, disciplines, within regions, across regions
