JRP12e Traceable measurements for monitoring critical pollutants under the European Water Framework Directive (WFD) 2000/60/EC ● Motivation WFD requires ● comparable measurement results in monitoring of ● coastal, ground and surface waters ● for priority pollutants at Environmental Quality Standard (EQS) levels ● in whole water samples including suspended particulate matter ● Objectives ● primary reference methods for selected priority substances TBT, PBDE, PAH at EQS levels ● study of partitioning in whole water ● concepts for reference materials production ● intercomparison measurements ● preparation of a dissemination system ● Consortium 10 NMI/DI from 7 countries + EC Coordinator BAM, Germany Funded Partners BRML-INM, Romania IJS, Slovenia JRC-IRMM, European Commission LGC, UK LNE, France PTB, Germany SYKE, Finland UME, Turkey UBA, Germany REG-Home Organisation GKSS, Germany Reference methods and materials which meet these requirements do not exist. ● Budget 4.5 Mill € (46% refunded by EURAMET); 371 person months + 36 REG months; 3 years duration

Technical workpackages Development of reference methods for priority substances in whole water WP1 WP2 WP3 (57 PM) (67 PM+REG) (59 PM) TBT PBDE PAH ● IDMS accurate quantification at EQS levels ● applicability for natural water with suspended particulate matter ● purity assessment of calibrants traceable reference values as required by the WFD Monitoring the interaction and partitioning of pollutants in environmental aquatic compartments WP4 (57 PM) ● field flow fractionation of analytes in water with suspended particulate matter ● mass balance approaches ● information on interaction, mobility of contaminants addressing the issue of “whole” water as required by the WFD Feasibility study for reference materials production WP5 (87 PM) ● concepts for water reference materials with and without suspended particulate matter ● study of interactions with container material ● homogeneity, short and long time stability assessment reference materials as required by the WFD

MOTIVATIONS/INTENTIONS of the project … in few words • EMERGENT is looking to the future, by: • Being at the interface between: top European academic research needs and true end-users needs as well as standardization bodies attempts • Putting in place the basis of a metrological infrastructure for the measurements of emerging pollutants as well as innovative approaches in the context of European Directives (WFD and daughters, QA/QC, Marine Strategy) Metrology for Emerging Pollutants and New tools in Aquatic Environments EMERGENT • Learning from the past : thousands of data rejected, millions € spent for nothing, “unusual” duplication (maybe more) of works, etc.
