The current Community strategy on CO2 and cars • CO2 and cars strategy proposed by the Commission in 1995, agreed by EP and Council in 1996-7 • Community objective: new car fleet average of 120 gCO2/km • Current strategy based on 3 pillars • Voluntary agreements • Consumer information • Taxation

  4. Purpose of the review of the Community strategy on CO2 and cars • Mid-2006: Commission to present a Communication to EP and Council on a revised strategy: • Impact assessment of the measures available to reach the 120 gCO2/km Community objective • Integrated approach encompassing actions that are • Measurable • Monitorable • Clearly accountable (identification of a stakeholder responsible for its implementation) • 120 gCO2/km Community objective: subject to a thorough impact assessment • What can be delivered on the vehicle technology side • What can be delivered by other stakeholders • Overall objective needs to reflect a widening of the strategy’s scope

The ECCP WG on the integrated approach to reduce CO2 emissions from LDVs • Working group under the ECCP to allow for: • Wide stakeholder consultation (impact assessment) • Adoption of cost-effective measures in the light-duty vehicle sector compared to other sectors • General objective: • Assist the EC in preparing the impact assessment of a revised CO2 and cars strategy

Tasks: WG to consider… (1) • Task 1: the progress achieved under the current CO2 and cars strategy, and the relevant input coming from the CARS21 high-level group (when available); • Task 2: the potential contribution of the various measures that could be included in the integrated approach to reduce CO2 emissions from light-duty vehicles, taking into account their measurability, monitor-ability and accountability i.e. the possibility to identify stakeholder(s) responsible for their implementation (this task may encompass advising on the units that should be used to measure CO2 reductions for each measure (e.g. g CO2/km, Mtons CO2/year…);

  7. Tasks: WG to consider… (2) • Task 3: advice on the proposed reduction scenarios, their likely impacts and the corresponding modelling progress, combining the above mentioned measures following an integrated approach; • Task 4: the need to adapt the monitoring mechanism of the current strategy to take into account the integrated approach, and to introduce review milestones where achievements would be monitored and objectives reviewed.

Policy deliverable and composition • Policy deliverable: report in April 2006 (contribution to the impact assessment • Composition • Chaired by the Commission • 25 members made up of: • Commission officials of relevant services • Experts from Member States • Key stakeholder organisations including industry; consumer; and environmental organisations. • Contributions from external experts where appropriate

Work plan (1) • 1st meeting (November 2005) on task 1: the scope and boundaries of the revision of the Community strategy to reduce CO2 emissions from cars through an integrated approach, presentation of the supporting studies and identification of the measures to be investigated as part of the integrated approach; • 2nd meeting (December 2005) on task 2: discussion on the individual measures that should be part of the integrated approach to CO2 emissions reduction, on the basis of the information provided by the supporting studies and notably of the replies to the questionnaires sent by the Commission to the relevant stakeholders;

Work plan (2) • 3rd meeting (January 2006) on task 3: presentation of scenario development as suggested by the supporting studies; • 4th meeting (February 2006) on task 4: preliminary modelling results of the scenarios; • 5th meeting (March 2006) on task 4: building on the final modelling results, contribution to the impact assessment (cost-effectiveness analysis with TREMOVE, wider economic effects with GEM-E3, taking into account CO2 reduction costs).

  11. Working Group: logistics • Meetings in Brussels (no dates set yet) • As a general rule, no reimbursement of travel costs • 5 meetings planned between November 2005 and March 2006

  12. Conclusions • At the end of each meeting the chairman will circulate minutes for comments from and adoption by the group (final minutes publicly available) • By 30 April 2006 the chairman will prepare a final report based on the minutes of the meetings. The final report will draw conclusions as well as set out key options based on discussions in the group and reflect thee contributions of the group to the impact assessment
