Principles of personnel licensing Rule (principle) # 1 (Article 32 a) • The pilot of every aircraft and the other members of the operating crew of every aircraft engaged in international navigation shall be provided with certificates of competency and licences issued or rendered valid by the State in which the aircraft is registered
Principles of personnel licensing Rule (principle) # 2 (Article 33) • Certificates of airworthiness and certificates of competency and licences issued or rendered valid by the contracting State in which the aircraft is registered, shall be recognized as valid by the other contracting States, provided that the requirements under which such certificates or licences were issued or rendered valid are equal to or above the minimum standards which may be established from time to time pursuant to this Convention

Current Annex 1 and Annex 6 Standards • The Annex 1 format is relatively unchanged since adoption of 1st edition in 1948 • Annex 1 and Annex 6 Standards are essentially inventories of knowledge, skill and experience requirements • Standards have no explicit performance criteria • No requirements on criteria for the approval of training • Majority of national regulations follow a similar pattern

Examples of training requirements • Assessment of competency: • Annex 6: An operator shall ensure that piloting technique and the ability to execute emergency procedures is checked in such a way as to demonstrate the pilot’s competence... • FAR 121-441: No certificate holder may use any person nor may any person serve as a required pilot flight crewmember unless that person has satisfactorily completed either a proficiency check, or an approved simulator course of training …
Current licensing and training issues • Results of the ICAO Safety Oversight Audit Programme: • Few States have formal performance criteria for knowledge and skill tests and for demonstrating maintenance of competency • lack of standardization in States’ requirements and practices • Approval of training seen solely as an administrative function • Modern training programmes are not always in accordance with ICAO requirements
Current licensing and training issues • Flight crew competency problems • Lack of consistency between international requirements and (good) industry practice (e.g. disproportionate emphasis on single pilot operations/solo hours) • Mismatch between the State’s licensing requirements and airline entry standards • Training curricula do not reflect modern training technologies and methodologies, and simulation not awarded appropriate level of credits
ICAO review of flight crew Standards • ANC Meeting with Industry - September 1997 • raised concern over levels of flight crew competency • Madrid Informal Meeting - October 2000 • formulated proposal for action • 156th Session of the ANC Session – March 2001 • approved task for review of flight crew standards • 158th Session of the ANC – October 2001 • established Flight Crew Licensing and Training Panel (FCLTP)
ICAO Flight Crew Licensing and Training Panel (FCLTP) • Objectives and work programme • Develop provisions on the approval of training organizations, including the quality system needed to ensure that training objectives are maintained • Review flight crew licensing and training Standards in order to ensure continued relevance in meeting current and anticipated needs • Determine whether competency based Standards should replace and/or complement existing requirements
ICAO Flight Crew Licensing and Training Panel (FCLTP) • Objectives and work programme (continued) • Review the structure of licences and ratings to ensure that they provide an efficient and effective path towards the applicant’s career goals • Assess the use of synthetic devices (e.g. flight simulators) and determine the level of credits to be awarded for the use of such devices • Develop guidance material
