Framework Definition of CBM Citizen-Based Monitoring (CBM) is defined in the approved Framework as “an approach to monitoring government performance that focuses on the experiences of ordinary citizens in order to strengthen public accountability and drive service delivery improvements. It requires citizens to be active participants in shaping what is monitored, how the monitoring is done and what interpretations and actions are derived from the data.”
