EU project of a Market Observatory • In a communication of July 2008 to the European Parliament and to the Council , the Commission proposed to establish a price monitoring system • The European Parliament supported this initiative in an opinion of September 2008 with the allocation of a budget • The project to establish a Community based market observatory has been adopted as one of the specific objectives of the new Common Market Organisation Favignana FAO workshop September 2009
EU project of a Market Observatory • A threefold aim • A 3 year project which will be managed by DG MARE (Unit Trade and Markets) with the support of a consultant. • In order to know the needs of the potential users, an evaluation phase was undertaken in May 2009 with the help of questionnaires sent to MS, stakeholders and research bodies Favignana FAO workshop September 2009
Results of the questionnaire • There is a clear interest among member states, stakeholders and research bodies to establish a market observatory. • There is a quasi consensus that such an observatory should be for use by all parties concerned, i.e. the public administrations, industry and research bodies • Member states have expressed a rather limited interest in an observatory established for the purpose of immediate and timely data dissemination, preferring other objectives such as ad hoc analysis of a specific market situation, structural market analysis or price formation modelling. • The level of data aggregation/desaggreagtion has to be put forward in subsequent discussions with MS and stakeholders Favignana FAO workshop September 2009
General purpose • To collect and harmonize data all along the supply chain of fisheries and aquaculture products (i.e. 27 MS) / disseminate these data / provide ad hoc economic analyses and price formation studies • Information about international supply and trade shall also be gathered in order to complement the data collected at the European level. That information which may be mostly qualitative will be used as benchmarks for the analysis of the European markets. Favignana FAO workshop September 2009
Four specific objectives • Objective 1: collection and swift dissemination of price data for selected species and selected market places at different stages of the supply chain (fresh products only). • Objective 2: continuous market trend analysis following collection and harmonisation of price and volume data covering all species and market places at different stages of the supply chain. Specific objectives • Objective 3: yearly structural geographical and product market analysis based on the consolidated and exhaustive price and volume data collected at all stages of the supply chain. • Objective 4: price formation survey along the supply chain. Activities of the Markets Observatory • Data collection: The first activity of the Observatory will be to collect data from the most relevant sources in the Member States, at EU or international level all along the supply chain. These data sources will be public or private. • Data processing: harmonization, integration in a data server, production of automatic or customized tables and charts Favignana FAO workshop September 2009
Activities of the Markets Observatory • Data analysis: according to species, geographical level and other specific criteria depending on the stage in the supply chain • Data dissemination: • – Primary data after validation. • – Processed data after validation and harmonisation (e.g. tables and charts). • – Market analyses (e.g. memos, notes and reports). • – Information about the price and margins formation along the supply chain.
