EU Market Observatory The implementation of a European market observatory is one of the specific objectives of the new CMO in the framework of the new PCP Following a call for tenders, a contract was signed in January 2010 with COGEA and partners (AND, Kontali, Almaviva and Eurofish) for a 30 months project: 2010 State of play 2011 Observatory design 2012 Test and hand-over

Value added of the EU Market Observatory Global and comprehensive view of the EU market Harmonized presentation of MS markets Regular information on international trade and its impact on the EU market Information on all stages of the supply chain First sale Whole sale Imports/Exports Processing Retail Trans-national market analyses Benchmarking within EU (MS, regional bodies) and internationally

Two examples to illustrate the usefulness of the EU Market Observatory  The market crisis of early 2009: Weekly information on prices in main landing ports, EU + Norway + Iceland Weekly information on prices at wholesale and retail level Regular monitoring of imports Information to launch appropriate marketing and policy initiatives in a timely manner

Two examples to illustrate the usefulness of the EU Market Observatory  The threat of pangasius: Monitoring data at all levels of the supply chain Identification of market segments for which competition is tough Evolution of market share in different MS Analysis of substitution/competition effects for different species Information to launch appropriate marketing and policy initiatives in a timely manner, if need be.

Complementarity between the EU Observatory and similar structures at MS level Complementarity between a global approach and a detailed analysis at a local level For instance, in the case of a crisis on the market for cod: the EU Observatory will provide a global understanding of the situation of the EU market for cod and the situation in different MS MS structures will take over and, if necessary, analyse more in depth a local situation with detailed data and ground work

The support expected from stakeholders New tools will be necessarry with the support of stakeholders in order to ensure a wide coverage of the European sector (geographically and along the supply chain) First sale level: data collection from auctions will be an essential complement to sales notes Wholesale level: weekly price monitoring through enquiries to operators in the main wholesale markets in Europe Monthly enquiry about international supply and trade Processing industry: active participation in the Data Collection Framework Consumption: weekly price monitoring in supermarkets Yearly enquiries to restaurants Supply balance sheets (correlation factors net weight/live weight)

The next steps Stakeholders associations at the EU level are going to receive shortly a visit from COGEA and partners for the state of play phase DG MARE is open to all recommandations and suggestions from stakeholders, in order to share experience on market survey issues The Commission will regularly inform stakeholders through ACFA, as well MS through management Committee and also the European Parliament The Commission is eager to answer any questions from stakeholders on this project
