California Green Jobs Corps: Overview • Pilot program announced by Governor Schwarzenegger on March 16, 2009. • Partnership between the Governor’s Office, CaliforniaVolunteers, California Labor and Workforce Development Agency, California Employment Development Department (EDD) and others. • $10 million in grants available for local Green Jobs Corps programs. • Local programs will leverage an additional $10 million. • Total investment: $20 million. • Grantees design their own programs, based on local needs.
California Green Jobs Corps: Overview • Programs will prepare 1,000 at-risk youth for green jobs. • Training and development includes soft skills, job training, education and service. • Program period is 20 months.
California Green Jobs Corps: Program Design • Who are California Green Jobs Corps participants? • At-risk youth ages 16-24. • Youth must meet criteria outlined in SFP. • Programs can focus on a specific age group within this range. • What services will participants receive? • Education/curriculum includes comprehensive training and development, including classroom and hands-on components. • Participants will engage in community service. • Minimum number of community service hours – different requirements for 16-18 year age group vs. 18-24. • Programs have flexibility to design community service activities.
California Green Jobs Corps: Program Pathway The mix and duration of program elements will vary depending on the skill set and needs of the individual participants. Green Jobs Corps Participant Pathway Months 6 12 14 Pre-Training (life and soft skills, environmental stewardship and civic responsibility) Job Training / Part-Time Job Placement Full-Time Job Placement Formal Education (as needed) Service (ongoing or project based) Recruitment and Assessment Participant Case Management Applicant Reporting
California Green Jobs Corps: Partnerships • Partnerships must include at least 4 organizations: • A local workforce investment board (WIB) • A community college or community college district • A nonprofit organization • A private sector employer • Lead applicants are limited to: • A WIB; • A community college; or, • A community college district. • Additional partners are strongly encouraged.
California Green Jobs Corps: Funding • Maximum grant size: $1 million. • Anticipated number of grants: 10-15. • There is a goal of one program in each of the state’s nine economic regions. • Matching requirements: • 1:1 match, can be cash or in-kind. • Government funds are allowable, provided their use as match is consistent with the funding entity.
California Green Jobs Corps: Key Dates • Applications due: May 26, 2009. • Community forum held: Through May 15, 2009. • Grantees announced: June 2009 (please check EDD and CaliforniaVolunteers websites for announcements). • Program start date: June 30, 2009.
