C-DAP • Bihar has prepared district agriculture road map in consultation with all the partners at field level. • The Collector constituted a committee which prepared the draft district road map (read district agriculture plan). • Wide consultations with allied sectors and research partners affected. • Consultant employed to finalized the district agriculture road map. • The leadership of collector maintained.
FOCUS ON SEEDS • Crash Seed Programme launched for Paddy • 1 lakh farmers benefitted through camps • Seed Village programme launched • Similar programmes for rabi crops planned • Emphasis on fingerlings in fisheries • Shift from spawn to fingerlings • Seed farmers given interest free loan (>300 farmers) • 50% subsidy for fish farmers

Salient Achievements • Preparation of C-DAP for all 38 districts. • Draft Plan ready. • Detailed Plan by 31.8.2008. • Strengthening of 244 Seed Multiplication Farms. • Strengthening of soil testing infrastructure. • Soil health card to 1 lakh seed growers under crash seed programme. • Vaccination of 29.83 lakh cattle against F.M. disease. • Establishment of 10 Fodder Bank.

ISSUES • Timely conveying of allocations will help the states to make budget provisions • Presence of Govt of India officials in the SLSC should not be mandatory • Flexibility to the states for formulation of programmes • Eligibility criteria should be such that the backward states should be incentivized if they are making serious efforts
Way to go... • Focus on extension. • Seed replacement ratio – 50%. • Fertilizer availability and usage. • Diesel subsidy. • Comprehensive crop insurance. • KCC, timely institutional Kharif and Rabi lending. • Organizing more multi disciplinary melas. • Strengthening marketing and storage.
