STRATEGY of RICE DURING KHARIF • Replacement of long duration varieties • Rajendra Suwashini , Rajendra Mansuri , Rajendra Sweta • Promotion of short duration varieties for rain fed areas • Prabhat – 524 • SRI Technology • Use of Micro Nutrients (Zinc deficiency) • Integrated Pest Management • Hybrid rice & seed production • Promotion of Winter rice • Long cylinder scented rice with modernized milling

STRATEGY FOR WHEAT • Area expansion from 20.62 lakh ha to 24.00 lakh ha • Timely Sowing • Use of Zero tillage machine • Combine harvesting of Rice • Combo Happy Seeder for wheat sowing • Popularization of medium duration HYV rice Interventions • One zero tillage machine/happy seeder and one combine harvester for every block for demonstration= Rs534x15.00 lakhs=Rs 80 crores. To be supplied direct by GOI • Enhanced subsidy on zero tillage machines for farmers ( 50% or Rs 15,000). Help in supply

STRATEGY FOR PULSES • Area expansion from 6.14 lakh ha to7.50 lakh ha • Rehabilitation of gram in Agro-climatic Zone-I • Promotion of Lentil as paira crop • Popularization of High yielding varieties • Requirement (In qtls.) • Use of Bio-fertilizer including Rhizobium
STRATEGY FOR BORO RICE • Area expansion (from 1.20 lakh hect. to 2.50 lakh hect.) • Popularization in chour lands • Popularization of High yielding varieties • Requirement (In qtls.)
STRATEGY FOR OILSEEDS • Area expansion from 1.5 lakh ha to 3.5 lakh ha. • Popularization of paira and intercropping of mustard • Paira-cropping of Linseed • Popularization of High yielding varieties • Requirement (in qtls.) • Use of Sulpherous fertilizers

NEED FOR EXTENSION REFORMS • Various extension models existing side by side • Special Programs lapsed but structure still there • 40% of personnel have the entire workload while 60% have none • No unified line of control • Several programs controlled from HQ • Department fragmented into small units • Need of Knowledge Based extension • Need of market orientation • Need of Public-Private partnership in extension • Need of Agro-sustainability

New Initiatives • Repeal of APMC act to facilitate direct purchase from farmers and contract farming • Constitution of Rajya Kisan Aayog • Diesel Subsidy to farmers to mitigate the impact of scanty rainfall in kharif-disbursement through panchayats • State Horticulture Mission programme in the remaining 19 districts • Establishment of ATMA in the remaining 23 districts • Kisan Samman Yojna to felicitate farmers with cash prize and citation • Establishment of Horticulture College at Nalanda • 10% additional state share for micro-irrigation • New 12 KVKs opened: now KVK in 37 out of 38 districts
