South Capitol Street Corridor with Frederick Douglas Memorial Bridge ImprovementsBetween Independence Ave. and Martin Luther King, Jr. Blvd. • Convert South Capitol Street from an urban highway to a grand six-lane boulevard.   4. 11th Street Bridges and Interchange ReconstructionBetween the Anacostia Freeway and the Southeast Freeway • Replace and reconfigure the 11th Street Bridges.
