Housing Growth • Housing Growth priorities in line with the Local Development Framework’s Settlement Strategy • Main urban area of Doncaster and the six principal towns of Adwick, Armthorpe, Askern, Conisbrough, Mexborough and Thorne. • In addition to this there are two settlements designated as Potential Growth Towns: at Hatfield/Stainforth and Rossington.

Affordable Housing • Short term proposals for development, which will include, for example, brownfield land sites identified as good opportunities for development of affordable housing, with local stakeholders support for development and with few or no constraints to delivery. • Medium term proposals, which will include sites where key risks or constraints exist and need removing or additional funding streams will be required to make the development viable financially. These sites might include major economic regeneration sites, which require significant infrastructure to be in place prior to delivery of a new housing offer. • Long term proposals are likely to include those such as the re-provision of older people’s housing or major demolition and redevelopment proposals that require new build housing to be in place first to enable robust decanting plans to achieved.

Older People • Older People’s Needs Assessment - • 103,000 (35.5%) people within the current population that are over 50 years old. • Those over 65 years old will grow from 49,000 to 69,100 (38% increase) • Those over 85 years old will grow from 5,500 to 10,400 (82% increase). • More people with dementia (3,200 people over 65 years old growing to over 5,000 by 2025), • More people with a learning disability (1,100 people over 65 years old growing to over 1,400 by 2025) • More older carers (5,600 people over 65 years old growing to over 7,500 by 2025). • Overall in Doncaster there is - • A very good supply of care home provision (928 places) • An adequate level of care with nursing home provision (726 places) • A good level of dementia nursing care / care home provision as proportion of total supply • A shortfall in planned provision for Extra Care for rent or purchase • Overall for sheltered housing in Doncaster there is an - • Oversupply of sheltered housing for rent • Undersupply of sheltered housing for sale / shared ownership • No housing based options for people with dementia • Undersupply of floating support services for older people across all tenures
Young People • Priority 1: Looked After Children and Care Leavers. • Use of DMBC Housing stock for care leavers with support services provided by DMBC CYP providers • Priority 2: Homeless Young People. • The outcome of this service is to provide support for 16 to 25 year olds who are homeless or at risk of becoming homeless. The service will be able to support up to 40 young people at any one time. • Priority 3: Dispersed Housing. • Use of Empty Properties brought back into use to establish a dispersed housing initiative to provide accommodation based support to vulnerable families and individuals who pose serious challenges and risks of anti social behaviour to our neighbourhoods and communities.
Neighbourhoods and Crime • To meet the supported and general housing needs for people aged 16 and over with a community order, on licence or released from prison within the last 12 months. • Supporting People Offender Service Re-tender: • To enhance the current offender service SP contract to take into account identified new provision requirements, combined with accommodation based and floating support service elements and retendering the service via one holistic contract covering the whole Borough. • The newly commissioned service will target high risk, PPO’s and 16/17 year old young offenders. This new tender will be awarded by summer 2010. • Joint Working Protocol: • The purpose of the protocol is to provide a clear working structure of referrals between partner agencies and accommodation provision via Strategic Housing’s Housing Option Team. • A key component of the protocol is to foster co-operation and agreement to work collaboratively between all partner agencies to achieve a common goal. • The protocol will cover 16/17 year olds young offenders as well as PPO’s and MAPPA offenders. The outcome of the protocol will result in easier access for support providers to both existing stock and potential new
