State Legislatures • State legislatures are organized much like Congress. States have procedures for making laws and creating taxes to pay for state services.
Who Are State Legislatures? • The First Legislatures =Many were part-time farmers, lawyers, or businessmen who met for a few weeks out of the year. • Today’s Legislatures = 1st Many are full-time lawmakers. 2nd Many have studied political science, law, or public administration. 3rd Many are career politicians.
Organization of State Legislatures • Sessions • Annual Sessions • Special Sessions • Representation • Seats are apportioned or divided among districts. • Based on population
Making Laws • Representation • Seats are apportioned or divided among districts. • Based on population • Referendum • The process by which a law is referred to the voters to approve or reject • Recall • The process of removing elected officials from office • The California recall (2003) = In 2003 this took place because Governor Gray Davis of California was facing many issues, so a recall took place and the voters voted Arnold Schwarzenegger into the office.
Checking the Other Branches • State Legislature can keep balance in state government by overseeing the executive and judicial branches. • In many states, the Leg branch must approve officials and judges who are appointed by the governor. • Legislative branch must approve the Governor’s budget. They also watch how federal funds are spent.
Checking the Other Branches • In most states the legislative branch has the ability to impeach. (Like federal government.)
Financing State Government • Ways to Generate Revenue • Taxes • Sales tax (a charge on goods and services) • Excise tax = sin tax (a charge on certain goods) • Income tax (a charge on an individual’s earnings) • Bonds • Certificates people can buy from the government • Lotteries • Federal Funds
