PPSS Update on PPSS Efforts Since10 March ICPM Meeting • Briefed the GAO Cost Guide Meeting on PPSS efforts • GAO has developed/deployed nine scheduling Best Practices to assess schedule reliability • GAO developing a Scheduling Best Practices addendum to their Cost Guide • PM&AE briefed the PPSS history, charter and products • Emphasis on the Generally Accepted Scheduling Principles (GASP) and development of the Scheduling Guide • PPSS Scheduling Guide is a more mature product at this time • GAO and PPSS synergies and energies should be leveraged • GASP and “Best Practices” are closely aligned • GAO casts a wider net – construction, civilian agencies and vendors • PPSS will continue to collaborate with GAO on their initiative Program Management Systems Committee (PMSC)
PPSS IMS Implementation Guide STATUS: • Initial inputs received on 17 of 18 IMS Implementation Guide Sections • Remaining input expected this week • Review board members are currently reviewing initial inputs • Responsible for interim approval of IMS Guide content • Initial Review Board Workshop – Tues. May 11th in Crystal City • DCMA participation altered due to workload • Will remain a key member of the PPSS – focal point TBD • Will participate in the bi-monthly meetings and interim month telecons • Minimal/no writing assignments • Will remain a member of the Scheduling Guide Review Board • Will stay involved in controversial subjects September 2010 is goal for IMS Guide Completion

PPSS Summary • PPSS scheduling approach and products align with GAO Cost Guide Initiative • Close collaboration required to ensure consistency of definitions and processes • IMS Guide completion is targeted for 28 September 2010, with initial deployment in Q4 2010 • Incorporates two week slip to baseline plan • The PPSS Scheduling Guide is making good progress thanks to the Government / Industry focus and collaboration

PPSS GASP Essential Element Statements • A valid schedule provides reasonable & credible information based on realistic logic, durations, & dates: • Complete: The schedule captures the entire discrete, authorized project effort from start through completion. • Traceable: The schedule logic is horizontally & vertically integrated with cross-references to key documents & tools. • Transparent: The schedule provides visibility to assure it is complete, traceable, has documented assumptions, & provides full disclosure of program status & forecast. • Statused: The schedule has accurate progress through the status date. • Predictive: The schedule provides meaningful critical paths & accurate forecasts for remaining work through program completion. • An effective schedule is useful, helps align time-phased resources, & is built & maintained using a controlled process: • Usable: The schedule is an indispensable tool for timely & effective management decisions & actions. • Resourced: The schedule aligns with actual & projected resource availability. • Controlled: The schedule is built, baselined, & maintained using a stable, repeatable, & documented process.
