Annexes A&H to the COSMO Agreement Approval of changes related to ICON-LAM, Fieldextra, DACE • Annex A - The terminology “Partners”, used in the COSMO agreement, was maintained;   - Fieldextra“rights of use” and “responsible for the licensing” points were modified (for R&D); - ICON-LAM “rights of use” point was changed; - DACE SW was included in the list of COSMO SW; - Other small changes (“USAM” was substituted by “ITAF-ReMet, previously USAM” …) • Annex H • The “Standard contract for Licensing / Delivery of Software for scientific purposes” was added (for Fieldextra … licensing); • A sentence about “research funded by third parties” was added in all “Licensing conditions” points; • The terminology “COSMO-Partner” was introduced and used consistently in all standard license agreements; • Other small changes

Annexes AH to the COSMO Agreement Approval of changes related to ICON-LAM, DACE • ICON-LAM • Description: Limited Area Mode of the non-hydrostatic icosahedral multi-scale modelling framework ICON for NWP and climate applications, including components for the assimilation of observational data. • IPR: owned by DWD or Max-Planck-Institute for Meteorology or both, as well as other third parties. • Rights of use: non-exclusive, free of charge and unlimited in time right of use for R&D and for official duty to be carried out by each Partner, • right of distribution to Governmental Hydrometeorological or Meteorological Services for R&D and official duty. • Responsible for the licensing: DWD • DACE: • Description: a broad range of programs, including the KENDA (currently LETKF) analysis and the MEC (Model Equivalent Calculator), but it also includes shell scripts such as BACY (BAsicCYcling) and a variety of tools e.g. related to verification, validation and diagnostics. • IPR: owned by one or more Partners or by COSMO licensees. • Rights of use: non-exclusive, free of charge and unlimited in time right of use for R&D and for official duty to be carried out in each Partner’s country, right of distribution to Research Institutes and Universities for R&D and to Governmental Hydrometeorological or Meteorological Services for R&D and official duty. • Responsible for the licensing: DWD for official duty, resp. all Partners for R&D or within their own country

  13. 5.4Plan on use in 2019 of the license money 2019 funds from license money are less than 2018 ones. High Priority to PP/PT/WG activities (possibly for people of different Institutes) Participations to meetings in non-European countries or with a significant registration fee need to be evaluated on a case-by-case basis.

COSMO-LEPS • ECMWF computing resources for COSMO-LEPSfor 2019 • 2018 figures are about 10% higher than for 2017 • 2019 figures are about 5% higher than for 2018 • 2019 request: computer-time : 68 million SBU and disk-space : 30 TB • Germany 49.35% • Greece 7.95% • Italy 29.14% • Switzerland 13.56% • These costs would cover:1) the operational activity of COSMO-LEPS;2) the experimental runs of COSMO-LEPS (test and migration at 5km)

  18. 16.Cooperationbetween ICON and COSMO Formalization of the implication of COSMO in the development of ICON Furthersteps are planned with the integration of KIT and DKRZ • The future role of COSMO is mentioned in the COSMO-strategy approved by the directors in 2013 and in the COSMO agreement of 2014. ANNEX F to the COSMO-Agreement: Relation to ICON Developers at DWD and MPI-M • document outlines the relation between the COSMO and its special development partners, DWD and Max-Planck-Institute for Meteorology in Hamburg in the framework of ICON. • Up to now the foreseen Annex F could not be formulated and signed, because the ICON-agreement between DWD and MPI-M was not signed.

  19. 16.2Annex F to the COSMO agreement Approval of changes related to the cooperation with ICON developers ………… Oldparagraph 1 ……………… Integrated Forecasting System developed and operated by the European Centre for Medium-Range Weather Forecasts (www.ecmwf.int) In a third phase every COSMO-Partner may replace the COSMO-model by ICON-LAM for its R&D as well as for official duty activities. COSMO takes over the responsibility for further development and maintenance of ICON-LAM for NWP applications. ICON-LAM is considered as COSMO-Software (see Annex A) giving all COSMO-Partners the same rights of use as for COSMO-model. Annex A specifies also the intellectual property rights, rights of use and licensing responsibilities of the ICON-LAM.

  20. 16.2Annex F to the COSMO agreement Approval of changesrelated to the cooperation with ICON developers Oldparagraph 2 DWD, MPI-M and COSMO-Partners closely cooperate in the maintenance and further development of ICON-model, in which cooperation COSMO is being responsible for • Development and maintenance of ICON-LAM for NWP applications. • Development of common physics package for NWP applications at different resolutions of ICON-LAM and COSMO-model • Detailed verification studies of ICON-LAM in comparison to the COSMO-model for R&D applications and official duty activities

  21. 16.2Annex F to the COSMO agreement Approval of changes related to the cooperation with ICON developers Oldparagraph 3 (1) The coordination between COSMO-Partners and ICON Developers is organized as follows Information is exchanged regularly between COSMO-Partners and ICON Developers, e.g. at the annual meetings: ICCARUS, COSMO General Meeting and at the ICON developers’ meetings. DWD and MPI-M provide new versions of the ICON source code regularly to COSMO for evaluation and testing in the framework of ICON-LAM for NWP applications.

In the first and second phases, he is responsible to regularly check the new developments of the COSMO physics and to initiate the corresponding insertion procedure into ICON. In the third phase, he is responsible to coordinate new developments of ICON-LAM by COSMO-Partners with the ICON Developers. He reports on the status of the insertion requests to the COSMO SMC. • A COSMO-Representative participates at the ICON developers’ meetings. In the first and second phases, he is responsible to regularly check the new developments of the ICON physics and to initiate the corresponding insertion procedure into COSMO model. In the third phase, he is responsible to coordinate new developments of ICON-LAM by COSMO with the ICON Developers. He reports on the status of the insertion requests to the COSMO SMC.

  23. 16.2Annex F to the COSMO agreement Approval of changesrelated to the cooperation with ICON developers Oldparagraph 3 (3) The COSMO mechanisms like PP/PT/Source Code Management with COSMO bodies will be applied to ICON-LAM from the third phase on. For all changes affecting the ICON global mode MPI-M and DWD will be in charge of testing and tuning model parameters for the global and climate applications. If the changes proposed by COSMO have a negative impact on the global applications they must be encapsulated and restricted to ICON-LAM.
