Challenges to a balanced budget • The rate of increase in the district’s fixed costs has been greater than the overall budget growth causing budget cuts in the area of school reform and improvement. • 98% of the PSD Budget is fixed Costs • PSD is limited in what can be eliminated from the budget due to legal requirements and contractual obligations (fixed costs). • City revenue growth is limited by S3050A The only budget driver that is not a fixed cost is Student Achievement.
