AOPC Initiative Develop a court-based statewide dependency case management system that provides the tools to assist in determining the effectiveness of programs and the efficiency of the court in providing permanent placements and reunifications.
Benefits of a Statewide System • Gathering statewide information provides: • The ability to measure current practices in each of the jurisdictions across the Commonwealth. • The ability to measure the success of programs and initiatives in placements or reunification for children.* • The ability to understand the caseload from a court perspective. *Using the measurements and statistical requirements established by The National Council for Juvenile and Family Court, National Center for State Courts, and the American Bar Association on Children and the Law.
Reports - Tools for Success 4 Management Reports • Provide tools to understand the caseload from a court perspective at any given time. Many county courts had little or no specific detail about: • The number of active or active/adjudicated cases in their jurisdiction. • The ages of children under court supervision. • The timeliness of events occurring on cases. Statistical Reports • Provide a point-in-time inventory of the cases in the court.
What do Management Reports provide? 5 Information displayed: • Child’s name • Age • Gender • Current placement Dependency Case Report - Provides a detailed list of all cases recorded in CPCMS.
What do Management Reports provide? 6 The report can further be grouped or sorted by: • Current status of the case (Closed, Active, Active/Adjudicated) • Judge or Master assigned to the case • Age of the children • Family using FID number
What do Management Reports provide? Dependency Case Processing Summary Report - Provides a detailed list of all cases recorded in CPCMS and includes calculations to measure timeliness of events. Information displayed: • # Days to Adjudicatory Hearing • # Days to Initial Permanency Review Hearing
Additional Management Reports Inventory Report for Dependency Cases Provides the ability to track Counsel and Guardian Ad Litem appointments. Assignment Inventory Report for Dependency Cases Provides the ability to track Judicial Authority and Master assignments – a resource as to their current dependency caseload.
Additional Management Reports Dependency Daily List Provides a list of dependency cases scheduled for court. Termination of Court Supervision Report Provides a detailed list of terminated cases grouped by the reason for termination.
What will Statistical Reports provide? Case Inventory Report – The report is divided into two distinct sections: Active Dependency • Reflects the cases introduced into the inventory that had not yet been adjudicated and were filed in the prior period (pending), filed in the current period (new), or reopened from an inactive status. This is the beginning of the case lifecycle. Adjudicated Dependency • Reflects cases introduced into the inventory through the Active Dependency report that have been adjudicated either in the prior period (pending), adjudicated in the current period (new), or reopened from an inactive status.
Case Inventory Reports Information displayed: • Pending Cases from Prior Period • New Cases Filed • Reopened Cases • Case Adjudicated • Cases Closed due to Withdrawal or Transfer • Age of Pending Cases Active Dependency Case Inventory
Case Inventory Reports Information displayed: • A breakdown of terminated cases by reason for termination. Adjudicated Dependency Case Inventory
Additional Statistical Reports End of Period Terminated Cases – provides a breakdown of cases terminated by Age and Placement Type. This report includes average number of days to: • Permanent Placement • Adjudication • Termination of Parental Rights Pending Case Metrics – provides a breakdown of active cases by: • Demographics • Case Age • Age of the Child End of Period Placements – provides a breakdown of active cases by: • Changes in Placement • Child’s Safety in Placement • Placement Type
Data Quality • Reports will only be as accurate as the data being entered. • Common county issues include: • “Dependency Petition Filed” entry is missing. • For older cases, the adjudication disposition was not back-filled on the case. • Child’s placement is not specified in the order and/or not entered correctly in the system. • Demographic information, such as child’s age, is missing. • Some counties continue to use generic court orders. • AOPC has been working to correct many migrated data issues.
