Opportunities for the control of NCDs • Availability of new data on burden of NCDs (e.g. AMS 2010), which indicates NCDs should be a priority • Establishment of a new directorate for the control of NCDs in MoPH • For the first time NCDs control will be part of National Health Policy 2012-2020 (draft) • Afghanistan has signed and ratified FCTC
Policy statement on NCDs • The MoPH will consider the inclusion of non-communicable diseases (NCD) in the BPHS and EPHS, keeping national priorities in mind. Much emphasis will be given to promotive and preventive measures. The MoPH will increase skills for NCD diagnosis and treatment among human resources and increase the level of infrastructure for basic NCD management.
Barriers to the control of NCDs • Lack of capacity at national level • Inadequate information regarding the burden of NCDs • Inadequate resources allocation • Competing priorities • Donor dependency---- therefore donor driven initiatives---- NCDs not apriority for donors
