Description of the national governance for environmental information The development of the NEIS is continuous process that includes implementation of the following aspects: • Directive 91/692/ЕЕCon standardizing and rationalizing reports on the implementation of certain directives relating to the environment; • Directive 2003/4/ЕCon public access to environmental information; • Directive 2007/2/ЕCon establishing an Infrastructure for Spatial Information in the European Community (INSPIRE); • Implementation of the Strategy for environmental data management adopted by the Government of RM ; • Implementation of the High priority action plan

NEIS Concept • The Strategy of environmental data management sets up institutional, technical and technological framework for development of the NEIS (National Environmental Information System) that will support: • The process of policy creation, planning and decision making; • Identifying effective measures for protecting and promoting the environment; • Preparing integrated, i.e. multi-mediated decisions; • On- time and reliable information for the public about the condition of the environment and active participation of the public in the environmental protection; • Fulfilment of the requirements and the obligations for informing the national and international organizations and institutions.

Central database • Data base based on MS SQL Server 2000 • User interface in Macedonian language • It is used as an application that manages with the air quality data • Has a function to import all data collected from the Air Quality automatic monitoring stations • Has a function to export the data in the required format for further treatment • It does not provide all necessary functionalities; Source code

Shortcomings • The institutions manage with a large amount of small, mutually unconnected and unsynchronized databases, inadequate for fulfilling wider needs and requests. • No predefined and established criteria and standards for the design of the information systems and unreliability of the data management methods used by different institutions or in the frame of the same institutions that results with creation of mutually independent and incompatible information system. • Coordination and cooperation between the relevant institutions is not on the satisfying level • Development of monitoring networks (ground water, soil, noise, waste) is necessary • There is no agreed format/transport standard for submitting environmental data to the MEIC from the data collectors (different formats, paper) • “Locked in” database • There is no real-time access of data via the internet.

Future steps • Establishment of environmental data and metadata standards and repositories; • Legal and technical standards, to regulate methodologies and procedures in the creation, access, protection and uniformity of environmental information in the related institutions and the Country as a whole; • Preparation of appropriate secondary legislation on different environmental areas related to the data acquisition and sharing between the MEPP and other stakeholders; • Developed web interface that will allow data access via internet in real time that includes import of spatial data that enables GIS integration. • Development of web applicative solutions that will integrate the central database with digital vector GIS data • Establishment of the National Environmental Database in the MEPP, with appropriate application modules, that will enable: • Automated and standardized data gathering; • Automated data validation.
