Role of cities crucial for development • urbanisation will continue • competition and co-operation between cities • cities as forums for innovation and creativity • mobility of people, goods, capital and ideas • basis for success increasingly local or regional
How can cities promote growth and prosperity? • good, competent and well-functioning institutions – good governance • favourable climate for investment • environment to stimulate innovation and growth – triple helix
Good governance • cities and administrations to be recognised as efficient, competent and impartial • they must have legal competence and effective power to make decisions • need to review fragmented municipal structures to ensure long-term effectiveness of service production and competitiveness
Favourable climate for investment • decisions on taxation and fees • clarity and simplicity of procedures • well-planned, long-term investment policies by cities in basic infrastructure • role as “midwifes” in strategic investments and development projects
Stimulating innovation and growth • lack of innovation may be fatal in long run • cities not taking (calculated) risks may be at risk • communicating and co-operating between strategic partners – public authorities, business and academic world (triple helix)
