  2. How VASAB started preparation of the LTP? • Update the vision of long-term territorial development of the Region together with the relevant regional stakeholders. (The Council of the Baltic Sea States) • Prepare a long-term perspective for the spatial development of the Baltic Sea Region (LTP) under active participation of the regional authorities and in a dialogue with relevant pan-Baltic organizations. (6th Conference of Ministers responsible for Spatial Planning in the BSR countries 2005.) Warsaw Stakeholders Conference 6 – 7 November 2006

  3. Why along-term perspective for the spatial development of the Baltic Sea Region? Since in 1994 the Region has changed considerably. • Regional and local governments gaining in influence and importance in developmental matters. • Considerable inflow of EU Structural Funds. • Promotion at European Union level -activities and policies.   4. Why along-term perspective for the spatial development of the Baltic Sea Region? Priorities formulated by different BSR stakeholders should be integrated into coherent territorial frame e.g.: • BSSSC and the CPMR analysis on transport development, • BDF the annual State of the Region Reports, • Spatial Development Concept in Germany and a similar strategy in Russia.   5. What is the nature of the LTP? The LTP should consider: • the Community Strategic Guidelines, • the National Strategic Reference Frameworks, • input from relevant inter-governmental organizations in the Region, sub-regional organizations and NGO’s of relevance to regional development.   6. What is the nature of the LTP? The LTP should be used when implementing relevant programmes in the Region: - subregional-, - national-, - transnational-, - cross-border programmes. Warsaw Stakeholders Conference 6 – 7 November 2006

  7. What is the nature of the LTP? The LTP aims at: • identifying the most important BSR specific developmental assets, integrative trends and main global processes (risks) influencing BSR development in a long run, • underlining common interests and/or potential conflicts, • providing a comprehensive overview of all BSR actors/plans with a territorial impact, • showing the BSR in 15-20 years as a result of joint efforts of countries and organizations, • developing instruments to guide and coordinate policies with a territorial perspective for a better BSR integration, • identifying the most important actions for BSR territorial development and cohesion in a long run.   8. What is the time and organizational frame? • The LTP should be ready in 2009. • The first period till the end of 2008 will be used for analytical work and in 2009 the drafting process should end. • Complementary financing will be applied for. Warsaw Stakeholders Conference 6 – 7 November 2006

  9. What has been done so far? • Started at a seminar in Pärnu on 25-26 April 2006. • Three working groups were established to run the analytical (first stage) of the LTP preparation and to lay foundations for the second stage (drafting the LTP): • Working Group on urban networking and urban-rural partnership (WG 1), • Working Group on accessibility and development zones (WG 2), • Working Group on sea use planning (WG 3). • The groups developed tentative ideas how to proceed, focus of work, what to achieve.
