Panel Review Summary Intellectual Merit: Strengths: This proposal aims to establish an interdisciplinary Center for Hurricane Prediction Research that addresses prediction (high resolution modeling), response (socioeconomic impacts and knowledge transfer) and education. The proposal was very well written, with much thought given to almost all aspects. The overall program is comprehensive, and has the depth required for a center structure. The innovation and transformative elements here were considered to take the prediction to higher levels of spatial and temporal resolution. Weaknesses: The team put together here is strong to handle the "hard science" aspects of the center. The team really needs strengthening, in terms of quantity, to more appropriately address the third theme on socioeconomic impacts, risk assessment, and forecast communication. This would have to be addressed if the pre-proposal goes through to the next round.

Panel Review Summary (conti-2) Broader Impacts: Strengths: The diversity plan was well conceived, with an emphasis on increasing diversity in the research field and reaching out to minority groups in the general population. Weaknesses: A concern was raised by one of the panel members as to what this center could do in practice to improve prediction for local residents, as existing predictions were pretty good, and quite useful enough.
