  1. The proposal in the context of the CHy programme of work Paul J. Pilon Advisory Working Group Member (Leading Activities associated with Basic Systems (Hydrometry and Hydraulics) Geneva April 25-27, 2007

  2. CHy Terms of Reference • Objective: • Develop a proposal and implement a project to assess the performance of flow measurement instruments and techniques against WMO standards • Expected Output/Outcomes: • Publications on the performance of flow measurement instruments and techniques • Identification of new technologies and practices for potential inclusion in HOMS • Guidance material, manuals… • Success is dependent on contributions and participation on individuals and organizations

  3. Overview of Approach • Develop a framework and identify/build the required “infrastructure” that will allow: • development of assessment capabilities • posting of results in agreed upon formats so that they may be “pooled” and used by others • Understanding • the limitations of the instruments and techniques • the uncertainty of the estimates of flow • Draft proposal • Purpose and scope • Approaches to be taken in the project • Implementation Plan (timelines, key players, associated costs)
