  3. Introduction • Primary School Improvement Program (PSIP) is a framework which has demonstrated a lot of success in the implementation of education decentralization in the primary sub-sector. • It hinges on the belief that resources are much needed at the schools other than the central office.

Intro…. • Grants are provided to public schools to • address the three thematic areas of the • National Education Sector Plan and • Education Sector Implementation Plan • which are Quality and Relevance – 50%, • Access and Equity - 40% and Governance andManagement -10% which are also reflected in the District Education Plans.

  5. PSIP supports bottom up school improvement initiatives at local level with focus on increased participation, improved accountability and getting maximum value for money. • It also takes into account development, implementation and monitoring process of SIP. • The program contributes to achieving the Malawi Growth Development Strategy which is aligned to Education For All ( EFA) and Millennium Development Goals.

  6. Levels of PSIP Implementation National • Ministry of Education (The SEST and all Directors)- National coordinator and a National Core -Training Team. • Ministry of Local Government and Local Government Finance Committee • Development Partners

National continued... • Regional Coordinators and these are Nkhatabay DEM responsible for the Northern Region, DEM Dedza for the Central Region and DEM Mulanje for the Southern Region. • National CoreTraining Team composed of SEMAs and Planners from the Central Office, Division Office and Coordinating PEAs from Nkhatabay, Dedza and Mulanje Education Districts.

  10. Types of training at each level: 1.National Strategy for Community Participation in Primary School Management (NSCPMPS) 2. School Improvement Planning (SIP)/ School Assessment Chart (SAC) training 3. Financial Management (FM)

  11. Opportunity for CPD sustainability within PSIP Grants • Schools, Zones and Districts shall receive grants. Types of Plans • SIPs, ZIPs and DEPs) must include CPDs. Types of Grants • School Improvement Grant (SIG) • Zonal Improvement Grant (ZIG) • District Improvement Grant (DIG)

Successes • Head Teachers, SMCs , PTA and Mother Groups are well trained and able to produce good SIPs. • Most Activities in the SIP are being implemented- Quality and durable desks have been produced in most schools, ie Mulanje, Nkhatabay, Thyolo just to cite a few districts. • Teaching and learning material like exercise books, portable chalk boards, chart paper are made available to both teachers and learners.

Successes continued… • Minor maintenance of classroom blocks, teachers houses and construction of toilets in some schools. • Employment of teacher assistants in those hard pressed schools so as to curb the high pupil: teacher ratios • The orphaned and needy girls are back in school as a result of SIPs that included their needs in the plans.

  14. Challenges • Inadequate monitoring and follow ups at all levels. • Inadequate trainings particularly in Financial Management • Poor record keeping in some schools

  15. Opportunities • Government and partners have demonstrated a lot of interest in PSIP and decentralisation as a whole. • Resources availability. Resources to be scaled up upon evidence based successes. • Refreshers courses and CPDs available at all levels.

  16. Way forward… • Intensify monitoring and supervision. • MoEST and LGFC to ring –fence PSIP resources to avoid miss- management. • Include a number of players in PSIP trainings/monitoring.

  17. Way forward…. • DEMs to own the PSIP and prioritise it • Deliberately Include other important variables in SIPs, ZIPs and DEPs ie CPDs, SNE. Shall we exploit this opportunity to advance CPD agenda? The End By Noel H Mwango
