A lot of progress has been done in the field of the protection of critical infrastructures but among other tasks coordination and harmonization of the legislation concerning anti-criminality and anti-terrorism should take place at the international level. • International organizations will also have to build a consensus on these issues. Moreover, the protection of critical infrastructures needs the creation of a culture of risk. • Authorities should think the unthinkable. • Need of a global architecture in order to address the question of the protection of critical infrastructures. • Proposition to create a « World Resilience Forum ». Special recommandations concerning Civil Protection • Civil protection systems should be at the same level as defence systems. • National civil protection doctrines should be harmonized. • Training of the first responders (firefighters, search and rescue teams, first aid and medical services, police, energy, communication and information services, etc.) should be developed and harmonized. Definition of the critical infrastructures • Critical infrastructures should be more defined by the consequences of losses they would suffer in case of disaster or attack. • Appropriate sectorial bodies for performing their protection are among others the national civil defence services which are the first responders in case of natural and man-made disasters. Civil Defence ICDO Definition • Civil defence structures are the systems created by States in order to ensure protection and assistance to the population and to safeguard property and environment from natural and man-made disasters. • The main names of these systems are civil protection, civil defence, civil security and management of emergency situations. • These national bodies regroup the firefighters, medical services, police and other technical services (energy, water, telecommunication, etc.). International Status of Civil Defence • Civil defence means the performance of some or all of the undermentioned humanitarian tasks intended to protect the civilian population against the dangers, and to help it to recover from the immediate effects of hostilities or disasters and also to provide the conditions necessary for its survival. • is defined by Protocol 1 of 1977 to the Geneva Conventions of 1949.
