Site Infrastructure Door sizes adequate for gurneys • Gurneys will be able to fit through them Floors are adequate for wheeled stretchers • Will the stretcher be able to be wheeled across the floor with ease? Loading dock • Will the dock be able to handle the incoming ambulances, morgue services, emergency vehicles?
Site Infrastructure Material handling equipment • The proper equipment to be able to get the materials needed to the site • Forklifts • Trucks Parking for staff and visitors • The site needs to be able to accommodate parking. Parking area lighting • The site will need to have plenty of lighting for security purposes.
Site Infrastructure Adequate ambulance and bus access • The site will need to accommodate emergency vehicle access and other transportation. Adequate weather protection • The site will need to have structures in case of inadequate weather. • Buildings • Tents Toilet facilities • The site will need provide facility toilets. • On site bathrooms • Portable toilets or mobile bathrooms
Site Infrastructure Showers • The site will need to be able to provide for showering. • Showering will be for employees, patients, visitors. Hand washing stations • The site will need to have a place to wash hands. • Bathrooms ADA accessible • The site will need to be able to accommodate all people.
Site Infrastructure Helipad or landing zone • The site will need to have a clear place for a helicopter to land for transport. Fire protection safety and equipment • The site will need to have certain protection in case of fire or other safety concerns that could occur.
Total Space and Layout Auxiliary spaces • Check in point • Chapel • Counseling room Equipment and supply storage area • The should be a place that is safe and dry. Family waiting area • The site will need to designate an area for family to wait. • This will need to be at the front of facility.
Total Space and Layout Separate areas for Isolation and Palliative Care • Isolation will need to be away from everything. • Palliative care will need to be accessible to family. Food supply and prep area • This could be a kitchen, break room, etc. • Stove, refrigerator, sink Lab specimen handling area • Clean area that can handle the type of work performed.
Total Space and Layout Mortuary holding area • Freezers, refrigerators • Contracted mortuary holding containers Patient decontamination areas • Is there an area outside to set up decontamination stations? Pharmacy area • This will need to be in a secured area.
Total Space and Layout Staff support and rest break area • This area will need to be sealed off so that the staff can get away. Area for service animals • This area will most likely be outside. • This area will need to be secured.
Utilities HVAC • Does the site have proper ventilation, air conditioning? • Pressurized rooms, surgery, comfort, etc • Electric company understand the priority of ACS Electrical power • Does the site have electricity or access to electricity? • Is there a backup generator? Refrigeration • Is there an adequate amount of refrigeration space for the work that needs to be done?
Utilities Water • Is there access to water at the site? • Hose, sink, shower or tub, water heater, etc Video monitoring systems or alarm systems • Does this facility have the monitoring for security purposes?
Communication Phones • Are there an adequate amount of phones? • Is there access to satellite phones? Intercom or overhead paging • This will be a way to communicate with employees or the public. Two-way radio capability to main facility • This will keep everyone informed and will be a way to keep in touch with Incident Command.
Communication Wired Internet • Is there wired internet to use for documentation and other communication? WiFi access • This will be useful if there is no wired connection. Computers available for staff use • These will be needed for patient information, documentation, and use by incident command.
Other Not located in a flood plain • This will determine if the site can be used as an alternate care site. Ability to lock down facility • How many entrances and exits? • Are there MOU’s and MAA’s in place? • Fenced in perimeter Area for shelter in place • Gives security and protects from weather conditions
Other Accessibility to transportation • What kind of roads are there? • Is there more than one way out? Waste disposal • Will there be a way to properly dispose of waste? • Biohazard, trash, chemicals, etc Laundry • Is there a way to do the laundry that will be used and needed for the site?
Other Supplies and Services • Will there be availability for supplies and services to reach the site? • Oxygen delivery Proximity to main hospital • How close is the site to the hospital? • Will this site be beneficial to hospital?
Northeast Arkansas Emergency Preparedness Coalition Alternate Care Site Use Agreement Purpose: The purpose of this agreement is to establish an alternate medical care site within the Northeast Arkansas Region of the state in anticipation of the loss of the hospital physical structures or excess capacity. We must be prepared for the possibility that the buildings or spaces in which patient care is normally provided will be rendered unusable. This agreement is to prepare for such and event by establishing agreement with alternate care site for use of designated spaces that can be prepared and staffed to provide patient care services. Use of the alternate care site will only be considered in the event of a declared disaster. Definitions: Loss of physical structure, the physical structure is deemed unsafe for normal healthcare use. Alternate Care Site, a site within the community, other than the hospital, utilized by the Northeast Arkansas Emergency Preparedness Coalition to provide healthcare services to the local community. Policy: The Northeast Arkansas Emergency Preparedness Coalition Regional Leaders will work with authorized representatives of Black River Technical College in Paragould to establish a mutual aid agreement for use of designated space to be used for provision of patient care services. The Arkansas Emergency Preparedness Coalition Regional Leaders in conjunction with representatives from Black River Technical Center in Paragould have agreed to the use of the Black River Technical College in Paragould as a designated Alternate Care site for the Northeast Regional Hospital Coalition. The following statements are included in the agreement: • A statement of authority for representatives of the Northeast Coalition and Black River Technical College of Paragould to initiate the implementationon of the Mutual Aid Agreement. • Accessing and securing the Alternate Care Site • Movement of staff, equipment, and supplies to the Alternate Care Site to provide support on-going provision of care as required. • Preparation of the designated space for provision of patient care • Movement of patients and patient care information to the designated site including medical records and other essential information related to the care of each patient. • Responsibilities of each party for maintaining the space. The alternate care site will be opened at the request of the Northeast Arkansas Emergency Preparedness Coalition Regional Leaders, in conjunction with input, when available from the Craighead and Green County OEM and St. Bernards Healthcare. The following should be taken into consideration prior to opening the alternate care site: • Can local healthcare needs be met without opening an alternate care site? • How long will the site be necessary? • Is the emergency situation local or regional? • Can the patients be safely treated elsewhere? • Who will staff the site? • Can supplies be delivered to the site? • How will communications be handled? • How will patients be tracked? • How will the community be made aware that the site is open? • Returning site to normal operations after event has ended. The Northeast Arkansas Emergency Preparedness Coalition has supplied the Black River Technical College in Paragould a generator to be kept onsite to be used in the event of an emergency or disaster.
