Session 1 09h00 – 10h30 The SDF Training Committee HWSETA Sector Guide
The SDF An SDF is a person who will ensure that the organisation’s Workplace Skills Plan / Implementation Report (WSPIR) is developed and implemented. The SDF also serves as a liaison person between the company and the HWSETA.
In order for a WORKPLACE SKILLS PLAN to be approved, there needs to be a registered SDF. This form needs to be signed by both the SDF and their employer / or the organisation they are completing the WSP for. This form needs to be submitted to the HWSETA by 31 MAY 2009. Please refer to the SDF Registration Form in your Pack.
Training Committee Regulations to the Skills Development Act state, in respect of the duty to consult: Employers with more than 50 employees must establish an in-company forum for consultation with regard to skills development. Where a workplace is unionised, trade union or management structures shall fulfill this function.
This duty is intended to convey the meaning that those workplace consultative structures have been consulted in the appointment of a skills development facilitator.
Organisations that employ more than 50 employees are required to have a training committee in place. The process to be followed to establish the committee is: Establish the Committee (could be the same as the Employment Equity Committee) Train the Committee
Consult on the appointment of the SDF Consult and research the organisation’s skills priorities Consult and provide input to the WSPIR Finalise the draft WSPIR Monitor progress and quality of training
The HWSETA SectorGuide The Sector Guide is updated annually and is available to all HWSETA stakeholders. The Sector Guide provides information on skills development and all HWSETA processes. It also guides stakeholders how to participate on the processes. Please refer to the Sector Guide in your Pack
Session 2 10h30 – 11h00 Regulations – WSPIR WSPIR Guidelines 2009-2010
Regulations - WSPIR WSPIR submissions must be made on or before 30 June 2009. The signature page needs to be signed off Proof of consultation with the Training Committee needs to be attached (if the organisation employs more than 50 people) The WSPIR submission must include the following: A copy of a cancelled cheque EMP201

Session 3 11h15 – 13h00 Online Submission Levy Exempt Organisations Criteria for Approval of the WSPIR
Online Submission Note: Submissions for the WSPIR for the financial year 2009-2010 will only be accepted ONLINE.
Levy Exempt Organisations Levy exempt organisations that are unable to obtain an SDL number from SARS – will need to apply for a T number. Organisations requiring a T number will need to submit the following PRIOR to 31 MAY 2009: Completed application form for the T number (please refer to the form in your Pack) Completed SDF Registration Form Tax Clearance Certificate
Once the HWSETA has received the documentation, a T number will be created on the SMS The number will be communicated to the organisation, including SDF registration details. The organisation will then access the information and capture the WSP online
Criteria for WSPIR Approval The submission must be made online The following documents must be faxed to 086 545 7149: Copy of a cancelled cheque Proof of consultation (if applicable) Signature page EMP201 Note: If the above documentation is not received – the WSPIR submission cannot be approved
The WSPIR must be submitted ONLINE on or before 30 JUNE 2009!!!

Session 4 13h45 – 15h00 Expressions of Interest for 2009-2010 Questions and Answers
Expressions of Interest for 2009-2010 Expressions of Interest will soon be available inviting applications from registered employers and ESDA’s (Employment Skills Development Agencies) in the new financial year (2009-2010) The following grants will be available for application: Internships Work Experience Grants ABET Skills Programmes Special Funding Learnerships
Learning areas for Internships and Work Experience Grants are aligned to those skills that have been identified as SCARCE or CRITICAL in the HWSETA health and social development sectors Learnerships and Skills Programmes are also in line with scarce and critical skills ABET will be funded for all 4 levels however the area of focus is on Levels 3 and 4
Skills Programmes have been expanded to 5 learning programmes. These are: Home Based Care Basic Counselling HIV/AIDS Awareness Basic Health Promotion STIs, TB and DOTS
Special Funding focuses on the following: To address the needs of people with disabilities To address the needs of any other interest groups The funding of projects that will enable workers / learners to enter the world of work or to significantly improve their ability to perform in the workplace. ESDA’s will only qualify to apply for Special Funding
The BEE Grant is applicable to small firms and co-operatives. This means only organisations that employ less than 50 employees will qualify for this grant. There is no Expression of Interest for this grant. HWSETA will be generating a list of qualifying organisations through the submission of the WSP. These organisations will then need to meet certain criteria in order to be approved for the grant
