  13. Concluding • The Guarantee of Origin is leading • Certificates linked to obligations (ROC, Elcert, Certificati Verdi, etc) are considered as ‘ subsidy’ • RECS International is neutral to choice of support • RECS International asks for clear regulations on the use of the Guarantee of Origin
