  2. Introduction A National RUTC initiative A university-based, graduate education certificate program designed to “educate the transportation leaders of the 21st century” Delivered via “distance learning” Based on market research

  3. Target Audience Early career transportation professionals with a Bachelor's Degree Recognized as potential leaders Employees of both public and private sector organizations Professionals from other supporting disciplines interested in transferring their skills to transportation

Certificate Program Requirements Four theme-related courses required to obtain the certificate Each course taken for credit, requiring a grade of "B" or better Curriculum consists of: Seven core courses, two courses must come from this core Seven electives, covering a variety of theme-related topics

  5. Why a CertificateRather Than a Degree Program? “Accessible” to more people Eliminates the need for going through formal admission process Encourage professionals to "test-the-waters" of graduate education May lead to greater graduate degree pursuit

  6. Need and Demand Verified Extensive research documents both need and demand Viewed as an essential element to assist in meeting critical workforce needs and shortage of professionals

Advisory Committee Chaired by Mark Norman, Director, TRB Technical Activities Division Initially formed as Steering Committee to help establish the program Steering Committee transitioned into Advisory Committee Training Organization Members NHI/FHWA NTI/FTA Associations Members AASHTO, ITE, APTA, APWA, ASCE, AMPO Private Sector Members Consulting firms who provide technical support to federal, state, and local agencies

RUTC Sponsors New England UTC at MIT University Transportation Research Center at CUNY Mid-Atlantic Universities Transportation Center at PSU Southeastern Transportation Center at Tennessee The Wisconsin Transportation Center at Wisconsin NEXTRANS Center at Purdue Southwest Region UTC at TAMU/TTI Midwest Transportation Center at Iowa State Mid-America Transportation Center at Nebraska Mountain Plains Consortium at NDSU Other RUTC participants include: University of California Transportation Center TransNOW at Washington

Leadership Team The 10 RUTC Directors serve as the program's Board of Directors; Board Chair: Denver Tolliver, North Dakota State Curriculum Committee Co-Chair: Martin Pietrucha, PSU/LTI; Co-Chair: John Collura, Massachusetts Finance Committee Chair: Dock Burke, TAMU/TTI Program Manager: Tom Humphrey, Retired Director of the NE UTC Program at MIT

Funding the Program Students will pay tuition directly to the universities offering the courses Supporting organizations have committed to provide education/tuition support Administrative and start up costs Through Texas A&M funded by the participating universities Through Penn State funded by $1.2 M FHWA grant Eventually, program will be self-sustaining Student fees

Major Milestones/Current Status • December 17, 2008 • Formal program announcement • Debut of Web site • Winter/Spring 2009 • 8 courses available for program credit • Summer • 1 course available for program credit • Fall 2009 • 12 courses currently available for program credit; possibly more to come

To find out more, go to: http://www.transleader.org An Initiative of the Federally-sponsored Regional University Transportation Centers The Transportation Leadership Graduate Certificate ProgramPreparing the Future Leaders of the Transportation Industry PURPOSE The Transportation Leadership Graduate Certificate Program provides a unique opportunity for practicing professionals and post-baccalaureate students to gain access to an exciting and innovative range of graduate-level, transportation courses to prepare to become the leaders of the transportation industry. • WHY THIS PROGRAM? • Work with expert faculty in the transportation field • Access graduate level courses on-line • Acquire academic preparation for graduate school • Position yourself for career advancement in the industry • WHERE WILL IT TAKE ME? • Develop the comprehensive skills needed for 21st Century job markets • Provide a networking forum with professionals in the transportation industry • Become a leader in developing innovative strategies for transportation management

  16. Barriers to Successful Implementation • Lack of permanent administrative home • Not fully embraced by RUTC partners • Signed MOU states: “The following Consortium Members have agreed to implement the Certificate Program:” • Lack of solid commitment from industry partners

Motivation for University Participants • Analogous to other voluntary committee efforts w/staff support • TRB • Highway Capacity and Quality of Service Committee (5 groups; 16 subcommittees and task forces) • Task Force on the Highway Safety Manual (7 subcommittees) • ITE • Transportation Professional Certification Board (PTOE; PTP; TOPS; TSOS)
