  1. USPS Updates December 11,2013

  2. December Release • Afford Program released to help districts determine employees’ full time status as defined under the ACA. • CalendarCD has been changed to default to processing NOW rather than LATER • This could particularly cause issues if the district did not realize this and continued processing clearing YTD totals • •In that scenario their calendar year end payrollcd information would be incorrect

  3. Additional Medicare Withholding • Beginning in tax year 2013 employees making over $200,000 in medicare taxable wages are subject to an additional 0.9% in medicare tax • •We recently discovered in certain scenarios the software is not correctly calculating this additional withholding • •This appears to mainly impact employees making over $200,000 that have partial pickup and/or deductions by job • •As a result of this we are recommending districts that paid an employee over $200,000 in medicare taxable wages for 2013 manually verify the withholding and correct if necessary • •We can assist ITCs if they are unsure how to verify this • •Once again this only affects employees making over $200,000 and we do not believe it will have widespread impact • •We are diligently working to correct the withholding issues and will include the corrected version on the December release • •W2PROC is also being updated to correctly flag potential issues in withholding when it is processed

  4. W2PROC/W2TAPE • 5 new fields have been added to the tape file format submitted to the SSA • –Employer Contact Name • –Employer Contact Phone Number • –Employer Contact Phone Extension • –Employer Contact Fax Number • –Employer Contact Email Address • W2PROC has also been updated to prompt for these values • These prompts will only appear in W2PROC when the option to create the tape is answered “Y” • The entry of this information is not mandatory, but it is highly recommended by the IRS that this is entered

  5. Withholding Tables • Once the 2014 federal withholding information is released we will update the USPS tax tables ASAP • Ohio withholding tables were changed effective Sept. 1, 2013 • –Initial guidance stated these rates would be used for 2014 • –We will keep an eye on any potential new developments that could affect this • As always we will update the tables as soon as possible, but depending on when they are released this update may or may not make the December release • If it is not on the release the TAXTBL.IDX file will be released via a special patch.
