What is a Major Project? • Individual projects range in scope, scale, and complexity. • Typically have significant capital investment and involve multiple authorizations. • Equally important can be the smaller projects in our communities, as they can generate large local economic and social benefits.

Our Work • Authorizations, First Nations consultation and FrountCounter BC • Issue over 200 authorizations per year under the Land Act (gravel, land sales, wind, communication sites, industrial sites etc.) • Now have the ability to issue Occupant License to Cut associated with Land Act applications
Our Work • FrountCounter BC receives over 500 applications per year and is the intake for all natural resource authorizations (expanding services in Dawson Creek and Fort Nelson) • Undertake First Nations consultation for all authorizations including water, lands, forestry and mining activities (provide consultation services for Ministry of Energy and Mines for aggregate and major mines)
Clean Energy (Wind Projects) • Typical process for wind projects through our office: • Application received through FCBC (for Investigative Permit, License of Occupation etc) • Consultation via One Process (endeavour to consult with First Nations on all authorizations for the project) • If project receives EA certificate this office issues the associated authorizations (general area of occupation, stat right of way, etc.)
Processing Timelines • We strive to complete process within 140, however consultation with First Nations varies. If EA certificate is issued we work to meet the specified timelines and process. • If follow One Process, consultation is done up front on all tenures on the project, and will allow for smooth processing of tenure and improve timelines.

The District • Approximately 7M hectares • 31 boxes on Org chart, 26 in seats now
Our Work • Main departments include Tenuring, Range, Engineering, Stewardship, Revenue/Scaling, First Nations Consultation and Admin services • Issue approximately 400 forest tenures/year • Have approximately 400 range clients • Cut is approximately 4.9 M m³
Forestry Interactions with Wind Tenures • Typically, your industry would come to us for 2 types of tenures: • Authority to remove trees • In some cases, some type of road authority • Ken Dahr is contact in Dawson Creek for these
Processing Timelines • We have a target to meet a 40 work day turn around time frame, post First Nations Consultation • If follow the 1 process, consultation is done up front on all tenures on the project, and will allow for smooth processing of tenure
Water Authorizations • I have been delegated as the Regional Water Manager • Transitioning work from Omineca Region • Over time, will be able to do Section 8, Section 9 and long term water license’s in our region

What Does CEI Do? • Advise and work collaboratively with regional staff on policies, procedures, and issues related to CEP review and authorization • Continuously improve CEP authorization process and CEP portfolio administration • Maintain a productive working relationship with Stakeholders • Guide provincial implementation ‘One Process model’ for CEPs
