  2. Is it necessary to develop a standard? • A standard setting process is a long and sometimes hard process, • it not only requires scientific definitions, but negotiation, consensus and mediation. • it has to be open, transparent, inclusive, with clear rules. • Why to do that?

Is it necessary to develop a standard? • Many working groups have gone into this because: • Forest certification is a powerful tool for improving forest management and maintain forest cover • Forest stakeholders needs to agree on a common definition of responsible forestry • All the stakeholders have their own definition of forest management, but have not reach a common definition (and interpretation) • By following an international standard the work will be internationally recognized and adapted to local circumstances

Tools for you • This instrument • explains briefly the FSC requirements for content and process. • It also provides some insights on: • How to know when you are ready to start a standard setting process • Defining precisely the type of standard your working group want (and need) • Building a comprehensive document, with a proposed format of the standard
