The Manifesto for Change • Signed off by NPF members July 2008 • Sees planning has an important role in delivering local vision • 19 members developed actions plans to deliver the Manifesto • Committed to reporting on progress every six months
Purpose of this study For the NPF’s Manifesto: • To identify actions taken • To chase further progress • To produce an independent monitoring report • To establish ways of further monitoring Outcomes expected: • Reports in July and October 2009 on progress • Report Spring 2010 on how to drive progress and future monitoring
Progress to date • Inception Report prepared • Interviews undertaken and written up • Changes since July 2008 set out • Challenges for NPF and the barriers to success identified
Since July 2008 • Changes in context • Economic climate and economic focus • Climate change • Focus on place in EU and domestic policy • Changes in Planning • Delivery role emphasised • Infrastructure Delivery Plans (IDPs) focus of PSA 20 integration e.g. • HCA Single Conversation • LTP 3 • Partnership for Schools – 20 funds
Progress to date • Positive progress from NPF organisations • Action Plans have created a focus for change • Some Reponses have been to changes and in addition to that identified in Action Plans • Extent of monitoring varies • Some difficulties in delivery mentioned e.g. time and funding
Barriers to future progress? Immediate unknowns: • General election • Outcome of Copenhagen • How long the economic downturn will last? Wider and more long term: • Corporate understanding of planning’s delivery role inside NPF member organisations • Responding to the big issues of the economy and climate change
Issues for discussion • For NPF member organisations: • Does each organisation understand the new delivery focus of planning? • How can each best respond to delivery focus? • How can climate change and economic downturn be addressed? • For NPF • What role does it want to play in putting these issues and solutions to government for wider considerations? • How would it like government to help overcome the obstacles to success that it has identified? • Should it be working with a wider range of service professionals in addition to this in the built environment?
Conclusion • Thanks for ideas in discussion • Will add to interviews and other information gathered into the First Report • Will identify ways in which progress could be enhanced • Will identify ways of monitoring further progress
