3. Objectives • Understand the level of conformity of commercial technologies to Public Safety requirements for broadband data • Identify how existing and roadmapped capabilities deliver on Public Safety requirements • Identify additional technology capabilities and technology enhancements that need to be developed and standardized to deliver on the Public Safety requirements • Create a framework of reference for Public Safety to evaluate how the different technologies meet on the different elements and requirements of the System of System architecture

4. Deliverables • Develop a high level architecture and functional requirements based on Project MESA SoR • Conduct a technology capabilities to functional requirement mapping • Identifying timing of capabilities (existing vs roadmapped) • Identifying capability gaps and enhancements that will need to be developed • Set up a process to update the technology capabilities to requirements mapping to include new technologies as they become available

5. Rules of Engagement for this Phase of Work • The work item will build upon the proposal received on March 2006 • The work item should use work already done in TIA/TR8.8 and APIC/BBTG and consider 802.11ma, 802.16e, 1x/EV-DO and WCDMA • The work can also include new technologies proposed by the TSG contributors • The work shall include a peer review • Avoid duplicating work developed on TIA and ETSI • Contributors and users are expected to be involved ALL ALONG the development of the activities • Peer review will be conducted off-line and conference calls; face to face meetings are expected to “sanction” the work and plan for next steps
