Liberty Mission Beginning in 2011 the Bethesda-based IT team developed a NORC-propriety system called ‘Liberty’.  Liberty is a generalized data collection and performance measurement framework that includes modules for user and workflow management, surveys, case management, randomization, and e-mail campaigns.  These modules provide a robust base layer on top of which custom data collection instruments can be built, deployed, and self-hosted.
