At the origin: UN and EU push • UN summits (Rio, Johannesburg) • UN and EU push for sustainable development strategies : first French strategy in 2003 • Marrakech SCP process: France active member (including leader on a task force) • EU push for national GPP action plan (French SPP action plan in 2007) • EU tools: European ecolabel, energy label, GPP, ecodesign (international and EU push continue: 10 YFP, resource efficiency, 7 EAP, PEF etc..) • but also starting our own approach and tools: NF Environnement GEM-DD (SPP criteria)

Developing our own approach… • Sustainibility (not « just » environmental) • Sustainable consumption: make sustainable products: • More visible (labels, sustainibility information, retailers) • More credible (advertising, claims, control) • More accessible (incentives eg bonus malus) • Act on supply and demand, on consumption and production • Tool mix: voluntary, regulation, incentives

  5. …and our own tools Consumer product environmental information (« affichage »): • Technical development (23 PCR, database etc.) • National pilot 2011-2012 • Participation in EU « PEF » pilot

Corporate social responsibility • 2001 : mandatory extra-financial reporting for listed companies • 2007-today: • Extension of scope (large companies) • Strengthening of the reporting criteria (common criteria for coherence and comparability) • Mandatory third party verification of the reports • Establishment of a governmental CSR Platform • Contributions to EU developments • Mandatory GHG report for companies > 500 staff

Other tools • New SPP national action plan in preparation • Participation in EU instruments: eco-design, energy label, European ecolabel (France 1st MS) • Eco-design: EU + promotion in France (ADEME) • Fair trade: national committee • Sectoral voluntary agreements (inc. retailers) • Incentives: bonus malus, tax credits • Public awareness campaigns: waste, climate and energy, mobility, national sustainable development week

  8. Other tools • Building energy performance label • Indoor pollutant label (construction products)

  9. Challenges • Technical : methods, data, capacity • Social: myths, acceptance, contradictions, values • Economical: costs (public and private sector, consumers), myths and willingness to pay. Competitiveness issues. • Political : involvement, will and continuity • International : values, capacity, trade
