VESSEL TRAFFIC MONITORING IN BULGARIA – DEVELOPMENT - VARNA INITIAL SYSTEM (1999-2001) Created in 1999 -2001 with the financial support and technical assistance provided by the Dutch government Program PSO/99-Netherlands 2 radars in Varna
VTMIS PHASE I • VTMIS Control Center (Varna) • VTMIS Control Sub-center (Burgas) • GMDSS A1 system including: - 4 Operational Centers - 5 VHF Base Stations • VTS system including: - 3 Radar sub-systems - 6 AIS base stations - 3 RDF sub-systems - 2 Hydro-meteorological sub-systems • Telecommunication Network infrastructure
VTMIS PHASE II • 5 new radars at Varna and 2 new radars at Burgas • The radars in VTS Varna provide full coverage of Varna lake area, Varna Bay and Port of Balchik. • The radars in VTS Burgas provide full coverage of Bourgas bay and approaches • The telecommunication network upgraded and extended (6 new sites)
2007 VTS DATABASE At the beginning of 2007 BMA financed and installed a new VTS database system: remote Internet access to VTS information accessible by the departments of the BMA
VTMIS – PHASE III- integration into a national system- added-value functions- integration into existing EU and similar other systems
Added value: - Risk assessment for SaR operations; - Optimization of the traffic separation schemes; - Capability to store and playback data for a period of 30 days (incident investigation, SAR operations); - Other statistics.
Major MEP Developments- EMSA inspection of compliance with Directive 2000/59/EC of 27.11.2000* 1-5 February 2010* no substantial non-compliances
SUPPORT REQUEST- Regular quarterly reports on SASEPOL implementation- Dissemination of copies of project materials to MS&S&EP Authorities for review and comments
