Testing Grant • Expanded and Integrated Human Immunodeficiency Virus (HIV) Testing for Populations Disproportionately Affected by HIV, Primarily African Americans • Goal: to test 1.5 million persons for HIV and identify 20,000 HIV infected persons who are unaware of their status • Massachusetts goal: test an additional 10,000 individuals and identify 260 previously undiagnosed persons living with HIV/AIDS
Application process and selection criteria • Requirement to direct 80% of funds to new, expanded, and integrated testing activities in clinical sites (strange definition) • Selected non-clinical sites must have had 12-24 months history of reaching at least 2% seroprevalence • Resources must be directed to locations with the highest incidence/prevalence of HIV among black individuals
Major features • Expand rapid testing • Expand number of integrated (HIV/STD/viral hepatitis) testing sites • Pilot HIV screening in four tuberculosis clinics • Expand mobile outreach screening services • Create or expand social network outreach services • Expand corrections-based screening services
Further requirements • New and innovative activities • Maximize receipt of test results • Ensure linkage to care, support, and preventive services • Provide partner counseling and referral services to all newly diagnosed individuals • Yet-to-be-determined data collection and follow-up tracking requirements
