Positive Aspects • Brings historic environment into the mainstream planning system • Strong on pre-application assessment • A key role for local government and HERs • Holistic view of the historic environment – reflects current and developing practice e.g. provision for undesignated historic environment • Addresses most of the policy deficiencies of PPG 16 – publication, community engagement etc.

  3. Issues and Questions • How does new terminology translate from old (e.g. significance=importance) ? • Not all aspects of planning are holistic across the HE (reuse) • Is the language robust enough to last 15-20 years ? • Drafting can be improved e.g. HE 13.3

  4. Issues and Questions • The balance between economic and conservation priorities • How can the climate change agenda be better incorporated ? • How will it work with the wide range of planning scenarios we deal with ?

  5. Conservation of non-designated heritage assets • Almost all archaeological sites protected/conserved via the planning process are non-designated • Importance/significance has to be justifiedin each case • Value estimated at c£150 million in 2007

Casework on Non-Designated Archaeology • ALGAO casework statistics for archaeology 2006: • 92 local authorities in total • 7031 conditions on planning permissions (71% return) • 1500 pre-determination assessments • 3518 project briefs (75%) • ALGAO interim statistics 2007-2008: • 5555 conditions - 15% increase (49% return) • 2053 project briefs – 5% increase

Casework for historic buildings • ALGAO casework statistics for historic building recording 2006(designated and undesignated): • 1234 conditions (71% return) • 250 pre-determination building assessments • 480 project briefs • ALGAO interim statistics 2007-2008: • 1207 conditions - 30% increase (49% return) • 75% undesignated (not LBs) based on 25% returns: • (553 conditions for undesignated; 221 for LBs)

  8. Guidance - Issues • Requires more work and closer attention than the PPS • Language – too tentative • Title, authorship and status ? • Where are EIA regs ? • ALGAO has an important role in ensuring that the final published document is sufficiently robust and useable
